The Chairman of the Laws Committee, Ulsi Manja, spoke in a television appearance about the debate on judges' salaries. Manja said that the basic reference salary was changed by the Constitutional Court and the government could not change this decision.

The former Minister of Justice said that after the Constitutional Court's decision, judges' salaries cannot be reduced, with the exception of 3 cases.

Further, Manja said that with the changes made to the law in 2023, the nominal salary of the justice system increased.

Focusing on the debates about salaries, Manja said that it is not a conflict between the executive and the government, but the issue has gone to the Constitutional Court. Manja said that in addition to the salary debate, the stock of files in the judiciary should also be discussed.

" In 2022, the Constitutional Court changed the basic reference salary. The government could not discuss the Constitutional Court's decision. The salary of judges cannot be reduced except in 3 cases, crises, when the magistrate returns to his previous place of work and when he is subject to disciplinary measures. The Constitutional Court said do not affect the salary they have received.

Since the norm was repealed by the Constitution, the Ministry of Finance said that reflection should be carried out and the gap should be compensated.

We approved changes to the law in 2023, and we said the basic reference salary will be that of the Secretary General.

With the changes to the law, we not only did not reduce the nominal value of the salary, but we increased it.

I feel sorry for the language used, because it is not a conflict between the executive and the justice system. They have taken the government and Parliament to the Constitutional Court. It is not possible for magistrates who are to provide quality justice to label that the government has acted in bad faith with the changes to the law. We have made sure that the justice reform also includes the status of the magistrate. The debate on salaries is also important, but I feel sorry that there is no debate on what will be done with the stock files , "said Manja.
