SPAK closes the investigations and sends Redian Doda, Zabit Fisnik and Fabi Isak to trial for drug trafficking in France.

Notice of SPAK:

The Special Prosecutor's Office against Corruption and Organized Crime, within the framework of the Joint Investigation Team (JIT) with the French justice authorities, completed the investigations and sent the criminal proceedings with No. 38 of 2023, in charge of 3 defendants:

Redian (alias Refik) Doda – accused of consuming the elements of the following criminal offences:
i. "Trafficking of narcotics", carried out in the special form of cooperation, that of the structured criminal group more than once in 5 episodes (dated 22.01.2023, 17.02.2023, 08.03.2023, 13.03.2023 as well as 18.06 .2024), provided by articles 283/a/2 and 28 points 4 of the Criminal Code, in relation to Article 334/1 of the Criminal Code "Commitment of criminal offenses by a criminal organization or structured criminal group",

ii. "Cleaning of the proceeds of a criminal offense or criminal activity", carried out in the special form of cooperation, that of a structured criminal group, provided by articles 287/1 letters "a", "b", and 28/4 in relation to the article 334/1 of the Criminal Code "Commitment of criminal offenses by a criminal organization or structured criminal group",

iii. "Structured criminal group", carried out in the form of the direction provided by article 333/a/1 of the Criminal Code.

Zabit (alias Artur) Fisniku – accused of consuming elements of the following criminal offences:
i. Trafficking in narcotic substances", carried out in the special form of cooperation, that of the structured criminal group more than once in 3 episodes (more specifically on the dates 22.01.2023, 17.02.2023 and 13.03.2023), provided by articles 283 /a/2 and 28 point 4 of the Criminal Code, in relation to Article 334/1 of the Criminal Code "Commitment of criminal offenses by criminal organization or structured criminal group",

ii. "Structured criminal group", carried out in the form of the direction provided by article 333/a/1 of the Criminal Code.

Fabi Isaku – accused of consuming the elements of the following criminal offences:
i. Trafficking in narcotic substances", carried out in the special form of cooperation, that of a structured criminal group, and more than once in 3 (three) episodes (more specifically on 22.01.2023, 17.02.2023 and 13.03.2023 ), provided by articles 283/a/2 and 28 point 4 of the Criminal Code, in relation to article 334/1 of the Criminal Code "Commitment of criminal offenses by criminal organization or structured criminal group",

ii. "Structured criminal group", committed in the form of participation provided for by Article 333/a/2 of the Criminal Code.

From the entirety of the investigative actions carried out for this criminal proceeding, together with the French justice authorities, evidence was administered on the basis of which it resulted that during the period of August-December 2022, the French justice authorities started an investigation in the district of Albertville (73), related to the actions of an organized criminal group, which is involved in drug trafficking.

This facility was located in the Lyon region and supplied the sales groups located in the Savoy (73) and Haute-Savoie (74) regions. The special interprovincial jurisdiction of Lyon has taken over the file and opened a judicial investigation, the direction of which has been entrusted to the Investigation Section of Lyon.

The investigations made it possible to confirm almost daily deliveries of narcotics to sales groups in the counties of Rhone (69), Ain (01), Savoie (73) and Haute-Savoie (74) by an Albanian citizen living on the outskirts of Lyon (69).

The joint investigations made it possible to identify and prosecute in France and Albania 19 persons (Albanian citizens and foreigners), who were involved in illegal criminal activity in the field of narcotics.

Based on the investigations carried out, the defendants Redian (alias Refik) Doda, Zabit (alias Artur) Fisniku have been identified as leaders, while the defendant Fabi Isaku, and the other associates prosecuted and tried in France had the role of assistants.
