PZAP rejects the complaint of the LVV against the certification of the Serbian

The Electoral Panel for Complaints and Submissions (PZAP) rejected as impermissible the appeal of the ruling party, Lévizja Vetëvendosje (LVV), against the certification of the largest party of Serbs in Kosovo, Lista Serbe, for participation in the February 9 parliamentary elections. .

A day ago, the ruling party asked PZAP to annul the decision of the Central Electoral Commission (CEC) on the certification of the Serbian List.

"The complaint filed by the Vetëvendosje Movement... against the Central Election Commission, where the annulment of the Decision of the CEC dated 31.12.2024 was requested, and the CEC was ordered to issue a different decision" is dismissed as illegal. in the announcement of the PZAP on Thursday.

At the end of last month, PZAP ordered the CEC to certify the Serbian List, after accepting the appeal of the Serbian party against the commission's initial decision on its non-certification, saying that this party had submitted the documentation in accordance with the Law for general elections and with other CEC rules.

The LVV lost the battle against this decision in the Supreme Court, which on December 31 declared its appeal as inadmissible.

PZAP said that since the Supreme Court confirmed its decision on December 31, its decision "must be implemented and there is no need for a vote".

The day before, the CEC approved the content of the ballot for the Elections, with the Serbian List as part of it.

The representatives of the ruling party have justified the opposition to the certification of the Serbian List by saying that this party does not recognize the state of Kosovo and continues to call it the autonomous province of Serbia, "Kosovo and Metohija".

Among the reasons for opposition to the participation of the Serbian List in the elections by the governing Vetëvendosja is the fact that the Serbian List has not distanced itself from its former vice-president Millan Radoicic, who has taken responsibility for the armed attack in Banjska, where a Kosovar policeman was killed .

Meanwhile, the chairman of the Serbian List, Zlatan Ellek, declared that the prime minister of Kosovo, Albin Kurti, is trying to prevent this party's participation in the elections, as he considers it the "biggest opponent".

The international community has expressed concern that the process of verifying political subjects is "politically motivated", stressing that "it is imperative that voters, and not political bodies, decide who represents them".

Before the certification of the Serbian List, on December 31 by the CEC, the European Union stated that it is necessary to ensure the free participation of all candidates and qualified political parties.

The Serbian List was founded in 2013 with the support of official Belgrade and since then has had support to participate in Kosovo institutions.

So far, in all the election processes in which it has participated, this party has won over 90 percent of the votes of the Serbian community, but the EU Monitoring Mission, in its 2021 report, has concluded that the Serbian List has "monopolized political life among Kosovo Serbs" and there have been cases of intimidation and pressure on voters by candidates and activists of this party./REL
