PPP payments in health accounted for 28% of health insurance revenues in 2023

Year after year, the share of expenses for concessions in health increased as a result of the increase in the number of PPPs and the increase of their financing beyond the values ??agreed in the concession contracts.

Official data from the Compulsory Health Insurance Fund (FSDKSH) indicated that in 2023 the income from health insurance contributions reached 18.7 billion ALL, while the financing for the four PPP contracts in health (Basic control, sterilization, dialysis and laboratories) reached over ALL 5.3 billion or 23.7 percent of the funds that were collected from health insurance funds by employees.

Also, the four PPP contracts received about 9.3 percent of the budget of the FSDKSH, which is the provider of public health services throughout the country.

PPP contracts in health year after year are taking a large part of the budget, but there is no analysis of their monitoring and the results they have given in the improvement of services and the health of the population.

The largest amount of funding is going to sterilization and laboratory PPPs, the value of which is increasing year after year.

According to official data, in 2023 the PPP of the laboratory was financed with 1.8 billion ALL from the 1.7 billion that were given in 2022.

The bill of concessions in health is gangrenizing year after year the budget of the hospital service, which instead of being channeled for basic services and human resources, is increasingly falling prey to abuses from the mismanagement of contracts.

Funds for the hospital service reached 31 billion ALL by 2023, but the amount of money that went to finance the three PPP contracts reached 4.4 billion ALL or 14% of the hospital budget.

For the two PPPs of the laboratory and sterilization, the value of the financing has exceeded the initial forecasts, as the High State Control has discovered many abuses during their implementation.

Funding for the hospital service increased in recent years after the pandemic, but the weight of concessions has been expanding more rapidly.

This is because the laboratory service contract has already entered into force, as the three together with dialysis and sterilization are receiving funds beyond the plans.

Like incinerators, PPP contracts in health have been made in a series of legal violations, so much so that Transparency International listed them as major cases of corruption in the Western Balkans and in Turkey, while some of them are already under investigation by SPAK. /Monitor
