Whenever natural disasters become the epicenter of the day, such as the recent floods in several regions or the massive fires of last summer, attention always turns to finding those responsible, but also to the measures that could have been taken.

Recently, the government intervened in the law "On Climate Change" which, already published in the Official Gazette, will enter into force at the end of this month and foresees an approach to the national framework, its review and adaptation measures.

Specifically, the main documents that include climate change are defined, including, among others, the long-term national strategy, the National Adaptation Plan, and the National Energy and Climate Plan.

The legal amendments also provide that the Ministry, in cooperation with the ministry responsible for energy, through the inter-ministerial working group in the field of climate change, monitors and evaluates every 2 years the progress in the implementation of the National Energy and Climate Plan. National strategies and plans for climate change are reviewed according to the deadlines set out below:

a) The National Long-Term Strategy for Climate Change and Low-Emission Development is reviewed at least every 10 years; The Long-Term Action Plan for Low-Emission Development and the National Adaptation Plan to Climate Change (NAP) are reviewed at least every 5 years; The National Energy and Climate Plan is reviewed every 10 years.

A new article has been added to the law regarding adaptation to climate change, which foresees all the elements that affect this aspect, starting from scientific research to institutional preparation and finally the financing of measures as needed.

"The policies and legal framework, provided for in point 1 of this article, contain the necessary measures for adaptation to climate change, including:

a) measures to expand scientific knowledge and strengthen climate research;

b) measures for the collection, processing and storage of climate change data;

c) measures to establish early warning systems for risks arising from climate change;

ç) measures to improve the efficiency and sustainability of climate change adaptation actions

d) measures for the establishment and strengthening of competent institutions for the implementation of climate change adaptation activities;
