All Albanian citizens and companies operating in the country will have the right to declare their wealth without proving the sources how they secured it.

The Ministry of Finance and Economy has prepared the draft law "On Fiscal Amnesty", which allows an individual together with his family to have the opportunity to legalize assets worth up to 2 million euros.

Individuals who benefit from this pardon must be Albanian citizens, regardless of where they live, and must not hold or have held senior public positions.

Përveç vlerave monetare do të lejohet legalizimi i pasurive të patundshme, bilanceve të biznesit, dhe sende me vlerë si makina, vepra arti dhe gurë të çmuar. Për këto të fundit personat që do të bëjnë kalimin në pikat kufitare do të pajisjen me një vërtetim të posaçëm nga autoritetet.

Procesi i amnistisë do të zgjasë 9 muaj dhe tatimi që do të mbahet për ata që deklarojnë 4 mujorin e parë është 7% e vlerës dhe 10% për muajt e fundit.

Deklarata do të plotësohet nga palët e interesuara për të legalizuar pasurinë dhe një njësi e posaçme pranë Drejtorisë së Tatimeve do t’i pajisë ata me vërtetim. Pasi pasuria të derdhet në bankë apo regjistrohet në Kadastër dhe si të paguhet taksa, do të merret certifikata e përfundimit të procesit.

The amnesty provides complete secrecy for the names that will declare the property, will not set interest rates or open an investigation for concealment of income and will have no criminal consequences for the beneficiaries.

The draft law obliges that the money and assets that will be legalized must stay for at least 5 years in the Albanian territory and in case they are withdrawn, a penalty of 30% of the transferred amount will be imposed on them./euronews
