The Shkodër Prosecutor's Office sends 10 people to court for the criminal offenses of "Voting more than once or without identification" committed in collaboration

The Prosecutor's Office at the Court of First Instance of the General Jurisdiction Shkodër, at the end of the investigation of criminal proceedings no. 04, started on 09.01.2023, sent the citizen ED to court, for the criminal offense "Voting more than once or without being identified", committed in collaboration, provided by article 327/a/1-25 of K. Criminal. Likewise, this prosecutor also sent to court the citizens of NB, GB, KT, A.SH., AM, RM, D.Ll., accused of the criminal offense "Voting more than once or without identification", committed in cooperation, provided by article 327/a/2-25 of the Penal Code and citizens AY, and FB, accused of having committed the criminal offense "Voting more than once or without identification", provided by article 327 /a/1 of the Penal Code.

The works were consumed in the partial local elections for mayor for some local government units on 06.03.2022. 

From the investigations for this criminal proceeding, it has been proven that there are three cases of double voting. Citizen ED voted for himself and citizen BQ, while citizens AY and FB voted twice in two different centers as voters in the first center and as committee members in the second center.

While the citizens of NB, GB, KT, RM, AM, D. Ll and A. Sh, have consumed the elements of the criminal offense of "Voting more than once or without being identified", in cooperation, provided by article 327 /a/2 e 25 of the Penal Code, intentionally allowing the ED citizen to vote with the document of the BQ citizen

From the objective side, the criminal offense was committed by the defendants with actions and omissions allowing people to vote more than once, voting by people without being identified, not keeping the chosen documentation according to legal requirements, resulting in the violation and manipulation of the result of elections in the voting center./ CNA.al
