Minister of State and Chief Negotiator Majlinda Dhuka is reporting on the Council of Ministers' Report on the process of Albania's membership and integration into the European Union for the year 2025 and the four-month period January - April 2026.
During the reporting, it was emphasized that Albania must continue long-term efforts in key areas such as energy efficiency, renewable resources, infrastructure, as well as improving waste management, air and water quality.
Special attention was paid to food safety, which was assessed as a significant challenge for the economy and the integration process. According to the report, further modernization of the food safety system is required to achieve European Union standards.
In terms of legislation, a total of 222 legal and sub-legal acts were approved during 2025. Of these, 44 are laws approved by the Assembly, 78 are decisions of the Council of Ministers, while the rest are sub-legal acts.
According to the reported data, 75 acts have contributed to the fulfillment of intermediate conditions and the strengthening of the rule of law, while 111 acts are related to the fulfillment of the conditions for the closure of the negotiation chapters with the EU. Also, 12 acts are part of the reform agenda and 24 others have an approximation character with the legislation of the European Union.
"Albania will need to work in the long term on energy efficiency, renewables, infrastructure and other remaining issues such as waste, air and water."
Food safety poses a major challenge for the economy and requires great effort to achieve standards.
This will require intensive action regarding the modernization of the food safety system.
There was intense legislative activity during 2025. 222 legal and sub-legal acts were adopted in 2025.
