Recommendations after the controls/ HSC: Institutions have implemented only

The recommendations given by the High State Control to institutions after violations or problems encountered during audits have been massively accepted by them, but not all have implemented them.

A report published these days and which takes into account all the recommendations made by the SSC during 2022 shows that more than 27 percent of the recommendations have not been implemented.

"From the verifications carried out for 95 audits carried out by KLSH, regarding the level of implementation of the recommendations made during 2022, it turned out that a total of 3186 measures were given (which include 42 legal improvements, 2164 organizational measures, 197 compensation measures, 370 measures for expenses without efficiency, effectiveness and economy, 72 administrative measures and 341 disciplinary measures), of which 3077 measures were accepted, or 97%; and 109 measures, or 3%, were not accepted.

From the verification of the implementation of the recommendations, it was found that out of 3077 accepted measures, 1551 or 50.4% have been implemented (fully and partially); 690 or 22.4% are in the process of implementation; and 836 measures have not been implemented or 27.2%. More specifically," the publication says.

Most of the measures belong to those organizations where, according to the HLSH, a total of 2164 such measures were recommended, of which 2082 measures or 96% of them were accepted and 82 measures or 4% were not accepted. The verification of the implementation of the recommendations shows that of the accepted measures, 887 measures or 43% have been fully implemented, 218 measures or 10% have been partially implemented, 489 or 23.5% are in the process of implementation and 488 or 23.5% of them have not been implemented.

The report estimates that 341 "disciplinary measures" were also proposed, of which 337 measures or 99% were accepted and 4 measures or 1% were not accepted. The verification of the implementation of the recommendations shows that of the accepted measures, 149 measures or 44% have been fully implemented, 32 measures or 9% have been partially implemented, 24 measures or 7% are in the process of implementation and 132 measures or 39% have not been implemented. In this respect, there seems to be a higher proportion of non-implementation.

According to KLSH, for the institutions, even though they accept the recommendations made by this institution, the implementation in practice is much more complex and in some cases requires a long time or the involvement of a number of institutions, making the finalization more difficult.

"Following the above, about 38% of the recommendations left during the previous year in the performance audits, although accepted to the extent of 98%, were still in the implementation process (26%) and partially realized (12%), precisely because their implementation takes more time", assesses KLSH./ Monitor.al
