2025 Report/ Sadushi: The lack of judges is the fundamental problem of justice

The President of the Supreme Court, Sokol Sadushi, has made a statement to the media where he presented the 2025 report for the institution he heads.

In the report, Sadushi said that during 2025, the backlog was reduced to 61%.

The head of the Supreme Court said that one of the fundamental problems of justice is the lack of judges.

Further, Sadushi focused on the Court of Appeal, where he said that it is the most critical link in the system and its ability to withstand pressure is at risk, caused by a lack of capacity.

 

 

We reduced the Backlog to 61%. The Supreme Court has maintained the functioning of the system under continuous structural pressure. In 2025, public bodies result in losing trials at 50.5%. In the criminal field, 18.4% result in losing trials for the prosecution. The stock of files decreased to 61%. The Administrative College continues with a very good performance. Transparency remains the main orientation. International cooperation has increased significantly. Any load created today in the First Instance and Appeal, if it will be a problem for the Supreme Court. The Court of Appeal today constitutes the most critical link in the system, and jeopardizes their ability to withstand pressure, also due to the lack of capacity. A system cannot rely indefinitely on individual sacrifices. The citizen demands the right function

The lack of judges is the fundamental problem of justice. By 2028, 670 new judges are expected to emerge. The Supreme Court has guaranteed the functioning of the system, this is the essential challenge of justice today, to guarantee that its functioning is sustainable.
