A draft that makes some additions and changes to the law "On official translation and the profession of official translator" aims to align the current law with the directives of the European Union as well as to solve the impasse regarding the lack of translators in rare languages.

The report accompanying this bill underlines that, despite the opening of opportunities for official translators from some specific languages, there has been no interest in registration and certification.

"From the practice of implementing the law so far, it resulted that for certain languages, which are considered as rare languages, there has been no expression of interest and as a result it has not been possible to certify official translators.

Also, for those rare languages, for which there is a very low number of translators, due to the volume of work or for legal reasons, it has not been possible to provide the service," the report states.

For this, the draft law provides several possibilities for providing an official translation in these languages.

Through the addition of Article 7/1, as the relation explains, it is intended that exceptionally and case by case. the ministry, for the needs of exercising the powers, according to point 2, of article 12 of this law, as well as the bodies that the law has recognized the right for the official translation of acts or documents according to this law, to perform the official translation, may request the assistance of:

a) diplomatic missions or consular posts;

b) international organizations operating in the Republic of Albania or institutions of the European Union, or;

c) other foreign authorities.

The law also provides for the equipment with a seal and identification card of translators and interpreters, but the form and characteristics will be determined by a special order from the Minister of Justice.

"In order to facilitate the procedures and costs of the persons who will exercise the profession, the intervention in article 18, on the device with seal and identification card of translators and interpreters, is foreseen.

In this way, these subjects will carry out all the actions themselves to be equipped with the seal and the identification card as soon as possible.

However, the Minister of Justice shall determine by order the form, content and other characteristics of the stamp and identification card, as well as the rules for their equipment and administration, in order to unify and maintain a standard for all stamps and identification cards ” underlines the relationship.
