The prosecution uncovers the scheme/ "caught" the public inspectors,

Undertaken to handle hospital waste with false documents and without equipment, the Tirana Prosecutor's Office requests the arrest of the EM citizen for forgery and damage to the environment, measures and public inspectors

The Prosecutor's Office at the Court of First Instance of General Jurisdiction, Tirana within the framework of criminal proceedings no. 1255 of 2024 requested the security measure 'Arrest in prison' for the EM citizen for the criminal offense 'Forgery of documents'.

In the function of preliminary investigations by the prosecution in close cooperation with the Anti-Economic Crime sector at the DVP Tirana, intensive investigations were carried out, such as the questioning of persons, inspections and seizures at institutions, and in the end the conclusion was reached that we have to use the elements of the criminal offenses provided by articles 186/3, 201/a, 201/c, 248 of the Criminal Code.

It turns out that the person under EM investigation has participated in over 200 tender procedures for disposing of hospital waste, from 2016 onwards, by submitting false documentation. The person under investigation claimed that he had the capacity to collect and treat hospital waste, turning it from harmful to harmless, but the investigation showed that he lacked the equipment to accomplish such a thing.

Up to this stage of the investigation, it was proven that the EM citizen, in cooperation with the E.Sh citizen, compiled false documents from 2015 onwards, reflecting in their requests to the KTA, through the KKB, as well as periodic self-monitoring reports, in function of the Type B Permit, an Econos Tsc 150 type device, which was actually installed after January 2024.

The legal entity was inspected by the state employees IB and KA, but was covered by the latter for the lack of the Econos Tsc 150 device. Similarly, the state inspectors J.Sh, EP, AM, ND, AK, BL, also covered the real activity of the legal entity, not reporting the air and ground discharge points of the Mangazini device, identified by Ing GT, in the history, as well as not reporting that instead of exercising the activity, only one incinerator is installed.

It turns out that the Econos TSC 150 device, examined by judicial police officers, was imported, on 22.01.2024, by a legal entity other than what the person under EM investigation stated, that the Econs TSC 150 device was imported and installed in the year 2016.

In these conditions, doubts arise that with the absence of the Econos Tsc 150 device, and the absence of one of the incinerators, the legal entity may not have had the ability to fulfill the scope of contracts concluded with third parties for the treatment of hospital waste.

Investigations continue in terms of the actions and inactions of public entities as well as possible collaborators, accounting experts, in relation to the consequences that may have come on the impact on the environment, over the years./ CNA
