Agricultural reservoirs used for soil irrigation have not had measurements of water and sediment volumes for at least 30 years.
At least this is the conclusion made by the National Committee of Large Dams (KKMD), underlining that the law stipulates that these measurements be made every 5 years.
"From the examination of the report, it is observed that in all the large dams administered by the Ministry of Agriculture and Rural Development (MADHR), which according to the legislation in force are objects of special importance, there is no data on the real monitoring and instruments of these dams . No preparedness plans have been prepared in case of civil emergencies. There is no alarm system installed in these dams or in the urban areas below them, no data has been prepared regarding their real integrated monitoring. Although according to the legislation in force it is required to measure the current volumes of water and sediments in the reservoirs created by them at least once every 5 years. It turns out that no actual measurement of these volumes has been carried out in these reservoirs for 30 years," says the presentation of the decision of the KKMD dated April 29.
According to the same, the lack of these measurements becomes more problematic not only for the integrated and complex management of water reserves created with a projected volume of more than 110 million m3 of water, but also for the fact that these facilities were built more than 40 years ago and the problems of sediments appear to be large and have significantly reduced the actual volume of water in these reservoirs.
The Committee finds that in all the large dams administered by the Ministry of Agriculture and Rural Development there is no assessment of the assets of the dams and their elements or a register of these real estates.
"The maintenance of these dams has many problems which are causing the deterioration of their condition. One of the large dams managed by the Ministry of Foreign Affairs, the Bllac Dam in Dibër, has been out of order for years. Most large dams lack measures for the physical security of them and their main elements. all large dams administered by the Ministry of Education, Culture, Sports, Science and Technology have no assessment of the assets. Based on the presented report, it appears that in general, all large dams that are under the administration of the boards of the Ministry of Education, Culture, Science and Technology are not monitored according to the requirements of the legislation in force," the decision states. .
Under these conditions, the KKDM decided to ask the Ministry of Education and Culture, as the user of the large dams administered by it, to take measures for the maintenance and monitoring of the large dams through monitoring systems. "Within these measures, the installation of real-time and online dam monitoring systems should be taken into account, as well as the creation of a database for monitoring dams and reservoirs created by them," the Committee underlines. /Monitor
