The Public Procurement Commission has rejected the complaint that was submitted to it by an operator regarding the evaluation of the Bids Commission for a tender that focuses on the supporting infrastructure of the Auto Moto Park in Elbasan.

In mid-August, claims were presented to this institution regarding the assessment that was made by the contracting authority in this case, the Albanian Development Fund.

But after reviewing the complaint and documents, KPP has decided to allow the contracting authority to continue with the other steps of the procedure, which specifically after the announcement of the winner provides for the conclusion of the contract.

In more detail, the procurement procedure that will advance has as its object "Establishment of the supporting infrastructure in the function of the multi-functional complex for the development of different motorization sectors, Auto-Moto Park, in Elbasan Municipality Phase II: Construction of Gjergj Arianiti road and Bexhet Hyti Street, Elbasan Municipality" with a limit fund of 531 million ALL or 5.3 million euros.

The tender in question envisages intervention in several roads that will serve not only the Auto Moto Park project, but also the community and the touristic part of this region.

The first road segment is part of the axis of "Nezir Muzhaqi" road, it starts from the roundabout of the continuation of "Borodin Mitarja" road before the parking lot and ends at the intersection of the roundabout where the intersection of "Ymer Alushi", "Teofik Bekteshi" roads is located ” and the river axis “Zija Luniku. This road axis has a length of 1016 linear meters.

The second segment is part of the "Zija Luniku" road axis, starting with the roundabout at the intersection of "Ymer Alushi", "Teofik Bekteshi", "Nezir Muzhaqi" roads and ending at the intersection with the "Gjergj Araniti" hill road. This road segment is 1766 linear meters long.

The third segment passes on the street "Gjergj Araniti" starts at the intersection (proposed roundabout) of the streets Zija Luniku" Hyssej Bakalli and ends at the intersection with Bexhet Hysi street. This segment is 1396 linear meters long.

The fourth segment goes to the urban part of the "Emin Matraxhiu" neighborhood, administrative unit no. 1, the area of ??the former refrigerator in Mengel. This road segment starts at the intersection of "Gjergj Aranit" road with the construction site in Mengel and connects with "Bexhet Hysi" road in the part of the site gate and continues on the road axis at the intersection of Elbasan-Librazhd road.

Auto Moto Park project

In February last year, the General Directorate of Road Transport Service announced the winning company for the Auto Moto Park project. The Austrian project of "Test & Training International" was the winner. Then this institution would open a procedure for carrying out a feasibility study on the economic effects and sustainability of the project.

DPSHTRR would highlight shortly after the announcement of the winner of the project the elements that the project would have.

"The structure will have in its center the first Autodrom of international dimensions in Albania, a multidisciplinary paved track, with a length of about 3,800 meters.

The track will be equipped with all the necessary homologations from the FIA ??and FIM, to welcome racing activities of different levels, whether they are local or international races, in diverse disciplines, starting from Karting to the most advanced motoring disciplines of motorcycling.

Offroad track to develop, in a controlled manner, motor sports practiced off-road, such as Motocross, Trial, Crosscar, Autocross, Rallycross, etc.

The possibility to use the spaces of the structure to develop other sports, which until today have not had suitable spaces to flourish at the right levels.

The National Road Safety Academy will also be the focus of this project. Conceived to provide the best in the field of road safety training, this training center will include an infrastructure that enables training courses of various levels.

The training program will also be diversified, ranging from courses for ordinary drivers, who require more safety on the road, to professional drivers, such as drivers of commercial fleets, passenger transport, security forces physical security, those who use emergency vehicles (Police, Ambulance, Fire, etc.), Army forces, etc.
