The High Prosecution Council met in an emergency session on July 23, 2024, in the presence of 9 (nine) members, representatives from the Ministry of Justice and the OPDAT and EU4 JUSTICE assistance programs.

At the proposal of the Career Development Commission, the High Prosecution Council unanimously approved 2 (two) draft acts for temporary appointments. Specifically, the Council decided that Ms. Anita Jella to be temporarily appointed to the position of the head of the Prosecution at the Court of First Instance of the General Jurisdiction of Durrës and Mrs. Elidjana Kasa, in the position of prosecutor, in the Prosecutor's Office near the Court of Appeal of General Jurisdiction.

Then, at the proposal of Mrs. Bogdani, the Council decided to withdraw from the agenda the draft act "On the temporary transfer without consent of Mrs. Edlira Bako to the position of prosecutor of the Prosecution at the Court of First Instance of the General Jurisdiction in Tirana", to once again review the relationship and Mrs. Bako, in order to reflect the court's decision regarding the parallel movement procedures in which she participated.

Regarding the filling of the vacancies in the position of prosecutor of the Prosecution at the Court of First Instance of General Jurisdiction in Tirana and Elbasan proposed by the Career Development Commission, the Council decided with 5 (five) votes in favor and 4 (four) against, reject the proposals "On the transfer without consent of 8 (eight) prosecutors.

After the debates about the procedure followed in filling these vacancies, Mr. Vatë Staka proposed to the Council that the candidacies brought through this draft act, especially for the Elbasan District Prosecutor's Office, which is currently under emergency conditions, go through the appointment procedure temporary. Following the discussions, the Council withdrew to allow time for the Career Development Commission to continue with the evaluation and identification of the criteria and needs that are presented for filling the vacancies in the Elbasan District Prosecutor's Office.

The plenary session continued today, where after a marathon meeting, based on the explanatory report prepared by the Relator member, Mr. Staka, the Council approved the temporary appointment of 3 (three) prosecutors in the Prosecutor's Office at the Court of First Instance of the General Jurisdiction Elbasan, specifically for Mr. Gëzim Spahiu, Mr. Ledion Tema and Mr. Gjergj Ceka. This decision was approved with 5 (five) votes in favor and 2 (two) against, in the absence of Mr. Stojani and Mr. Bazaj./ CNA
