SPAK launches investigation on “Farma Net Albania”/ DP with two standards

The Minister of Health, Ogerta Manastirliu confirmed on June 5, 2020, that SPAK has launched investigations for the ?secret? tender of 3.5 million euros, won by the company ?Farma Net Albania? for doctor?s supply with masks and gloves.

Manastirliu stated in the studio of ?Opinion? show, that she awaits the results of the SPAK investigation, to ?prove that the accusations of the opposition for quadrupling the prices of masks, are a political fabrication?. However, the Minister of Health refused to declare the purchase price of masks, purchased in the conditions of the Covid-19 pandemic, through a non-transparent tender, held on March 18, 2020.

The representative of ?Farma Net Albania? admitted for ?Ora News? that the masks are expired. But according to him, it is not about the same masks. But what stands out is that the Democratic Party has maintained attitudes with two standards.

In May and June, the blue headquarters accused ?Farma Net? of poor quality, and now that SPAK has launched an investigation, it is defending itself by holding the Public Procurement Commission accountable for disqualifying this company precisely for quality reasons.

It was the former DP MP Orjola Pampuri, who has been appearing at press conferences for two days, who is worried about ?Farma Net? and is defending her. But the question that arises here is what are the official standards of the opposition?

Does the DP have in mind the problems it denounced until June, the subsequent meetings with the leaders of this company, or the current tenders that Luli Basha can forget again? Why is the denounced being defended? What has changed?

CNA.al has been able to provide official data regarding what Pampuri says, with letters written in the offices of those who negotiate Luli Basha?s fines. From the administrative review of the case, it was concluded that the contracting authority Ministry of Health and Social Protection, have qualified bidders which have not met the special qualification criteria, specifically in terms of evidence of similar experience, in the supply of goods similar to the object of the procedure procurement, as well as on the availability of product quality certificates.

From the detailed verification of the documentation it resulted that for the goods protective plastic boots, in which a Turkish company is declared as a manufacturer, CE conformity certificate was not submitted according to directive 93/42 EEC but according to directive 89/686 EEC which was repealed on 20.4 .2018.

For the protective equipment, for which has been declared as a manufacturer an Albanian company, a CE Certificate of Conformity issued by an Albanian body has been submitted, which referring to the official communication with the General Directorate of Accreditation shows that it is not accredited to perform certifications CE./ CNA.al
