Scandal and nepotism in the Albanian FBI

The National Bureau of Investigation would be discussed for the first time a year ago. After the establishment of the SPAK, the Albanian FBI would be the second structure and which would give the meaning of the reform in the direction and the fight against the corruption of the officials.

Following the appointment of the head of the Special Prosecution Office, the High Prosecution Council announced the start of the process for selecting the head of the National Bureau of Investigation (NBI). For the new investigative structures, the goal is one:the functioning of the institutions and the fight against corruption and organized crime.

Article 34 of the law on the SPAK lists the minimum criteria that candidates must meet, including work experience, education, and past conduct. But in the final list are people fired from previous duties as well, as those coming from a very low career profile.
NBI is expected to have 60 investigators. Applicants for the position of director and investigator of NBI, although aware of the strong competition, haven?t found it at all difficult to compete and pass the selection process without many challenges.
It is defined in the law on SPAK, that in this competition will evaluate professional skills, integrity as well as mental and physical abilities of competitors. The National Bureau of Investigation has begun testing 55 selected candidates for the post of investigative agent.

In this list are classified the names of those who met the basic criteria of this competition. But despite the transparency shown by the new judiciary, and the strict criteria to show us that this time they take seriously the fight against corruption, there are still questions about the way and the formation of applicants and the selection of competitors to be part of the so-called the Albanian FBI. The Selection Commission closed on 12.10.2020 the process of reviewing the initial applications and the selection of candidates, for the further stages of the competition. It reviewed 653 applications, where 424 candidates qualified and 229 of them did not pass to the next stage.

Qualified candidates underwent the written logical test as well as the physical one on 14.10.2020. From that test 104 competitors were selected, and out of these only 55 will continue the race to be agents of the National Bureau of Investigation.
A research by CNA.al, revealed that a good portion of competitors come from ordinary jobs, or in conflict with established criteria. The list of 55 candidates that has become official includes the names of a street vendor, an openly conflicted secret service agent, party employees, and dismissed state officials.

For example, Alteo Nazeraj, ranked 44th on the list, appears as dismissed in 2019 from the position of director of the Cadastre in Vlora. Denisa Kosta, who is ranked 52nd on the list, was court secretary at the KPC (Independent Qualification Commission).
Also, her colleague, Anisa Duka 12th on the list, comes to this competition with the experience of court secretary near the first instance of Vetting. Meanwhile, Loris Dervishi, 10th on the list is a former agent of the State Intelligence Service, as well as the husband of the member of the Constitutional Court, Fiona Papajorgji. /CNA.al
