The questions that the Elbasan incinerator cannot “burn”

The Elbasan incinerator seems to have put the government and Prime Minister Rama himself in big trouble. This is not only for the implemented procedure, but also the investment figures themselves, and everything that is happening these days after the denunciations of the opposition, where dozens of questions and facts from journalists are coming out.

We are analyzing and asking some questions only for Elbasan, because there is actually a so-called incinerator, while in Fier and Tirana, they are only intentional. Or in Edi Rama?s 3D projects, because there are no physical incinerators.

The first question was why the incinerator, was not being handed over by the Municipality of Elbasan, for which an explanation was found that it will be done next year. Further, the government stated that the incinerator has produced energy since 2017 and put into the network, but no price announced by ERE. But how does the government get energy from the incinerator when it has not set a price? What law is this, where the state takes from private something priceless today, that maybe pays tomorrow?

Another detail is the fact that Prime Minister Rama said that energy was produced from 2017, while official sources from local OSHEE told CNA.al that the meter shown by the Prime Minister in the show ?Opinion?, has been installed for 20 months.

Where did the incinerator take the energy produced in 2017 ? Because 20 months from October 2020 it turns out that the meter was mounted around February 2019. Now 20 months or 3 years? Further, questions arise after the declarations by the employees of the incinerator.

They say the incinerator needs 100 to 120 tonnes of waste to operate at its full capacity. How much energy is produced by this amount of waste that is burned every day as claimed? This figure reveals again the lie of Edi Rama in the show on the amount of energy.

According to the public statements, the incinerator should also produce steam for heating and other needs for Elbasan city. Where does this modern incinerator take the steam, because there is still no public data from either the municipality or the government, that any school or public institution is being heated.

Or do they put the steam in the cisterns and take it to Rama’s house in Surrel? Here we exclude the public lie that the government is paying only 29 euros per ton as a cost for waste incineration. Because in fact the government has signed contracts for these incinerators to be built by private and then transferred to the state, when the Albanian government after a few months has begun to pay large sums of Albanian taxes.

The scheme according to which a company receives a contract from the government even though it has no money to build it itself, secures the contract and takes a loan in a second tier bank, and then pays the installments with the money that the government gives you again, it is already clear to everyone.

Without asking more, why was selected the company of Mirel Mërtiri?s partner? Why this company? What are the other companies, where he is the administrator and Stela Gugallja is in partnership with Ernesto Graneli? What are the jobs they done before? Experience ?

Does the built incinerator match on what is stated in the contract? What is his age? What are the environmental standards etc etc?

Hundreds of questions which are passed neither by encapsulation, nor by photos nor by political or media propaganda from televisions and portals paid by the garbage that is allegedly burned. It is clear that incinerators in recent days are burning the Renaissance (Socialist Party) and the Prime Minister more than any other scandal in these 7 years in power./CNA.al
