Blocked roads and police measures, everything you need to know before the

national team

The State Police has drawn up special and detailed plans of measures, with the aim of guaranteeing order and public safety, before, during and after the match of the National Team, in the "Air Albania" stadium, Tirana, specifically between the teams Albania and Ukraine, on date 19.11.2024.

Relying on the positive experience for planning, organizing and managing the public order and security situation during activities of international proportions, the measures taken by the State Police for the smooth running of the Albania-Ukraine football match consist of:

-Escorting and securing the football players of the Ukrainian team, from Rinas airport, to the hotel, to the stadium and back to Rinas;

-Escorting and securing the football players of the Albanian team at the stadium;

- Carrying out detailed checks on the stadium grounds and inside the stadium, for unauthorized citizens, prohibited items and items, before the fans enter;

- Organization of services to guarantee public order before, during and after the end of the football match, not only near the stadium, but also the control of the territory in the whole city of Tirana;

- Provision of emergency service routes;

- Road traffic management in the city of Tirana, before, during and after the football match.

To guarantee security before, during and after the development of this international match, it has cooperated with all the institutions that have a role in the smooth running of this activity:

-Albanian Football Federation and UEFA;

- Guard of the Republic;

- Municipal Police;

- Fire Service;

-Private security companies (stewards and security personnel);

-Hospitals, health centers and first aid centers.

Also, contacts have been established and cooperation is underway with the security service personnel of the Ukrainian football team, in order to increase security standards before, during and after the development of this international match.

For the smooth running of this activity, as well as to facilitate the circulation of vehicles in the city of Tirana, during November 19, 2024, from 15:00, until the end of the match, the State Police, in cooperation with the municipality of Tirana, will apply vehicle traffic restrictions on some road axes near the stadium.

Roads that will be blocked:

* "Dëshmorët e Kombit" boulevard, 20 m above the Dajti bridge;

* "Pope John Paul II" street;

* "Dervish Hima" street, near the US Embassy;

* "Asim Zeneli" street, near the US Embassy;

* "Themistokli Gërmenji" street;

* "Ismail Qemali" street, Liceu intersection;

* "Mustafa Matohiti" street, near "Kosova" school;

* "Jul Variboba" street, near the post office;

* Rruga “ Lekë Dukagjini”, pranë ish-Gardës së Republikës;

* Rruga “Avdyl Frashëri”, pranë kryqëzimit të Librit Universitar.

Në zbatim të planit të masave, punonjësit e Policisë së Shtetit do të ushtrojnë kontroll të imtësishëm ndaj tifozëve, para futjes në stadium, me qëllim parandalimin e futjes në stadium, të banderolave me përmbajtje raciste, të fishekzjarrëve, flakadanëve, lëndëve piroteknike, monedhave metalike, çadrave, çakmakëve, karikuesve të celularëve, mjeteve/produkteve për përdorim kozmetik dhe sendeve të tjera të forta, të rrezikshme për jetën dhe shëndetin e pjesëmarrësve.

Me këtë rast, informojmë shtetasit shqiptarë dhe të huaj, se në bazë të Kodit Penal të Republikës së Shqipërisë, veprimet e dhunshme në aktivitetet sportive, si hyrja në fushën e lojës gjatë kohës së zhvillimit të aktivitetit sportiv nga persona të paautorizuar, përbën kundërvajtje penale dhe dënohet me gjobë nga 50 000 deri në 100 000 lekë. Kur nga kjo vepër, ka ardhur pengimi i zhvillimit normal të aktivitetit sportiv, dënohet me gjobë ose me burgim deri në tre muaj.

Hedhja e sendeve të forta në fushën e lojës ose mbi njerëzit, mbajtja apo përdorimi i lëndëve piroteknike, fishekzjarrëve, flakadanëve, gjatë zhvillimit të një aktiviteti sportiv, dënohen me burgim nga gjashtë muaj deri në tre vjet.

Legjislacioni penal shqiptar e konsideron vepër penale, goditjen apo çdo vepër tjetër dhune, ndaj sportistit, trajnerit, arbitrit, ndërmjetësit sportiv, për shkak të veprimtarisë sportive, dhe i dënon me burgim nga një deri në tre vjet. Kjo vepër, kur kryhet në ambiente sportive, më shumë se një herë, apo nga drejtues apo anëtarë të klubeve sportive, dënohet me burgim nga një deri në pesë vjet.

Kërkojmë mirëkuptimin e tifozëve që të paraqiten në hyrjen e stadiumit, duke filluar nga kjo orë, pasi për shkak të fluksit të tifozëve, pak para fillimit të ndeshjes, mund të humbasin mundësinë për të hyrë në stadium.

Gjithashtu, apelojmë për tifozët dhe për qytetarët që të jenë vigjilentë për të mos rënë pre e mashtrimit me çmimet e biletave, të cilat janë të bëra publike zyrtarisht, si dhe që të mos publikojnë në rrjete sociale biletat e blera, pasi mund të dublikohen në kundërshtim me ligjin. Çdo biletë është e pajisur me barcode, është personale dhe duhet të mbahet vetëm nga shtetasi që e posedon, i cili sipas rradhës, do të kalojë vetëm, për t’iu kontrolluar barcode nga pajisja që regjistron automatikisht çdo tentativë për të hyrë me biletë të falsifikuar ose të dublikuar.
