Guaranteeing order and public safety in sports environments/AFF signs

The Albanian Football Federation and the Ministry of the Interior have signed a memorandum of cooperation to guarantee order and public safety in sports facilities where football matches are organized and held.

This memorandum was signed in the premises of the "House of Football", where the President of the AFL, Armand Duka, the Minister of the Interior, Taulant Balla, representatives of the AFL and representatives of the Ministry of the Interior were present.

The memorandum of cooperation between the Albanian Football Federation and the Ministry of the Interior includes several key points which are:

The commitment of the ALF and the Ministry of the Interior to implement the laws in force for the prevention of violence in sports facilities.
Strengthening cooperation between parties to reduce violence in football, thus promoting a safe environment for all actors involved.
Designing comprehensive anti-violence policies and their implementation, taking preventive measures, educational and awareness initiatives, as well as strict punitive measures for offenders.
Drafting, in cooperation with the Ministry of the Interior, and implementing comprehensive policies against the pre-fixing of results in football matches. This includes preventive measures, educational initiatives and strict punitive measures according to the Criminal Code of the Republic of Albania.
Establishing channels for the exchange of timely information, to prevent violence in football and to deal with and follow up cases of match-fixing.
Joint meetings every two months, or even more if necessary, to discuss measures taken, incidents and problems encountered. Other parties may also be present at these meetings.
The commitment of the ALF and the Ministry of the Interior to implement the obligations. The obligations of the AFL and its members are related to the announcement of the calendar of matches, the taking of organizational measures, the implementation of the law on "Additional measures of public security", which coincides with the installation of cameras, the contracting of Private Physical Security Companies and the design of the scheme of object storage.
The obligations of the Ministry of the Interior are related to the criminal proceedings of law breakers, their prohibition to enter stadiums and sports facilities, while the State Police takes measures for the convicted persons to appear at the police stations on the day of the match.
The ALF and the Ministry of the Interior engage in public awareness campaigns about the consequences of violent behavior. Through these campaigns, it is intended to promote a positive fan culture in sports activities, emphasizing the inclusiveness and enjoyment of football as a shared experience.
Immediately after the signing of the memorandum of cooperation, the President of the AFF, Armand Duka, said that this agreement serves to provide the best possible and safe environment in every stadium and sports event.

E kemi bërë dhe do ta vazhdojmë akoma më shumë edhe bashkëpunimin me Ministritë e tjera, Shëndetësisë, Arsimit dhe Sportit, por pika jonë e referimit me qeverinë është Ministra e Brendshme. Dua t’ju falënderoj edhe njëherë që jeni këtu. Ministër, të falënderoj për mbështetjen dhe për memorandumin e bashkëpunimit që do të firmosim. Ne kemi përgatitur gjithçka për “Euro 2024” nga pikëpamja organizative kështu që edhe ne si ju dhe gjithë shqiptarët do presim nga çunat që do kemi në fushë të na kënaqin në Gjermani dhe të na mbajnë sa më gjatë” – tha Presidenti i FSHF-së, Armand Duka.

Ministri i Brendshëm, Taulant Balla, u shpreh se ky bashkëpunim ka si qëllim garantimin e rendit dhe sigurisë publike në mjediset sportive ku organizohen dhe zhvillohen ndeshjet e futbollit.

The first point is to continue the unlimited support that the Ministry of the Interior is willing to give to the ALF, but also to concretize this cooperation in a strategic document such as this memorandum of cooperation, which aims to guarantee order and of public safety in sports facilities where football matches are organized and take place. As you know, in cooperation with you, we will also have a team that will closely follow the progress of Albania's participation in the European Championship. This is an important step in our joint efforts to increase security and order in sports environments where football matches take place in our country, in all competitions, and the memorandum we are signing today is aimed at strengthening inter-institutional cooperation in the field of public security. mainly between the AFL and the State Police, creating safe environments for all participants, whether these fans or other actors involved in sports events. The Ministry of the Interior and the AFL are committed from today to cooperate much more closely than before to design and implement more comprehensive policies against violence and the predetermination of sports results with methods and preliminary investigative work, police intelligence in order to attack the negative phenomena that harm the competition sports law.
