Why voting doesn't always punish

This is the most embarrassing question. If citizens revolt, why don't political scandals always produce electoral losses? The answer is not simple, but there are some clear reasons.

First , voting in Albania is influenced not only by public morale, but also by vested interests, clientelistic networks, party identification, and the lack of convincing alternatives. A scandal may damage a government's image, but it does not necessarily remove its control over the electorate.

Second , many voters don't believe the other side would be any different. This cynicism is pure capital for the establishment.

When scandal is seen as a normal part of the game and not as a red line, political punishment becomes partial.

Third , propaganda works. If a government manages to shift the debate from the essence of the accusation to political warfare, to parallel "successes" or to attacking the opponent, part of the public is distracted. This does not eliminate the scandal, but it dilutes its impact./ CNA
