Vucic's games: Neither in the East nor in the West
Stormy diplomatic spring in Serbia: The visit of the Chinese president, the fight against the resolution on Srebrenica in the United Nations, the visit of Olena Zelenski and the Foreign Minister of Ukraine, the campaign against Kosovo in the Council of Europe, Vucic's speech in Russia.. .

Important foreign policy events are lined up. Some would say, full of inconsistencies and disorientation of Serbian foreign policy, which some analysts describe as "schizophrenic".

Declaratively still on the European path, Serbia or, more precisely, its president Aleksandar Vucic, is trying to find allies from all sides. To outside observers, this looks like a foreign policy rainbow, where you can't find any system.

Propaganda promoting the regime

Dushko Lopandi?, chairman of the Forum for International Relations, points out to DW that Serbian foreign policy "has many similarities" with domestic policy. Just like the Serbian Progressive Party, which is a so-called "catch-all" party - as a party that it requires votes from everyone - even foreign policy and diplomacy have been extended in all directions, Lopandi? believes.

"This broad diplomacy is primarily used to promote the regime and for internal propaganda. We have a very unsuccessful foreign policy in terms of European integration and regional cooperation. The regime is implementing a kind of foreign propaganda policy", assesses our interlocutor.

However, our second interlocutor thinks that there is a system in this policy. "The focus is now on two axes - with America and with China," says Igor Novakovic from the Center for International Affairs and Security.

"The European Union is in third place, while Russia is in fourth place. Now all the cards are placed in some real-politics, which is based on a certain kind of transactional relationship, which aims to keep the existing elite in power. Since they control all the processes in the country, they can lead such a complete foreign policy", believes Novakovi?.

Dushko Lopandi?, on the other hand, talks about improvisations - about the important visit of Chinese President Xi, which is not on equal footing, as well as about the visit of the Ukrainian delegation, which "primarily concerns relations with America".

"One day the EU is criticized, while the next day it is said that we are on the European path. It is a kind of game that raises the question of the price of such a policy, and this price is not small", warns Lopandiq.

Serbia and Ukraine - illegal reports

The visit to Serbia of the wife of the Ukrainian president, Olena Zelenski, and the Minister of Foreign Affairs, Dmitry Kuleba, is interesting due to the fact that the media of the regime barely reported on this visit.

Igor Novakoviq vëren se "qeveria kontrollon në mënyrë të barabartë narrativën proruse dhe properëndimore në media. Kjo zvogëlon rëndësinë e Perëndimit dhe BE-së nga njëra anë, ndërsa nga ana tjetër parandalon disa manipulime më të thella nga pala ruse”.

Regjimi serb ka zhvilluar një fushatë antiperëndimore për një kohë të gjatë. Njëjohësisht ka bërë në masë të vogël një fushatë proruse, thotë Dushko Lopandiq.

"Është vërtet interesante që kjo vizitë u regjistrua shumë pak, si shumë modeste, sepse aty nuk ishte vetëm gruaja e presidentit ukrainas, por edhe ministri i Jashtëm. Kjo është bërë edhe për faktin se opinioni publik ka një qëndrim kryesisht prorus. Në këtë kuptim, pranimi i krerëve të Ukrainës sigurisht që nuk është i popullarizuar për momentin”, thotë Lopandiç.

Mbështetja e Dodik-ut

Ditët në vijim sigurisht që do të shënohen me miratimin e paralajmëruar të Rezolutës për Srebrenicën në Kombet e Bashkuara. Igor Novakoviq e vlerëson luftën e autoriteteve në Beograd kundër kësaj Rezolute si mbështetje për Milorad Dodik-un.

"Paradoksalisht, kjo histori erdhi në momentin e duhur për Vuçiç-in dhe Dodik-un, të cilët kanë shumë probleme të brendshme. Kjo temë tani mund të përdoret për të mobilizuar njerëzit”, vlerëson Novakoviq.

Në këtë kontekst, liderët politikë të Serbisë dhe Republikës Srpska shpallin mbajtjen e një lloj "Sabori" të madh më 8 qershor në Beograd. Ai do të ndjekë seancën e Asamblesë së Përgjithshme të OKB-së të enjten (23 maj), ku do të diskutohet Rezoluta për Srebrenicën, si dhe zgjedhjet lokale në Serbi (2 qershor).

Dushko Lopandiq e sheh këtë "Sabor" të përbashkët si pjesë të një "fushate populiste-nacionaliste". "Është pjesë e ideologjisë së regjimit në pushtet, e cila buron nga rrënjët e tij radikale. Zhurma që bëhet për këtë Rezolutë lidhet me vetë rrënjët e Vuçiç-it, sepse kujtojmë se Vuçiç-i ka ngjitur dikur postera me emrin e Ratko Mlladiqit mbi emrin e Bulevardit Zoran Gjingjiq”, kujton Lopandiq.

Autogoli i Kosovës

Diplomacia serbe bëri përpjekje të mëdha për të penguar edhe hyrjen e Kosovës në Këshillin e Evropës, gjë që për momentin ia doli. Të premten (17 maj) Kosova nuk ishte në rend dite, sepse vendet e Kuintit këmbëngulën për fillimin e formimit të Asociacionit të komunave me shumicë serbe, gjë që Prishtina e refuzon.

Bashkëbiseduesit tanë nuk janë të sigurt se kjo është ndonjë fitore diplomatike e Serbisë, por më tepër flasin për hapat e gabuar që ka bërë Prishtina. "Këtë rezultat e solli mosbashkëpunimi që Kurti po tregon prej vitesh me faktorin ndërkombëtar dhe mohimi prej tij i një pjese të Marrëveshjes së Brukselit”, përfundon Dushko Lopandiq.

Even Igor Novakovic has a similar opinion: "Kosovo will probably go to extraordinary parliamentary elections, and any move that suggests that the Association could be something more than an ordinary non-governmental organization could be harmful to Kurti."
