Russia is in principle again allowed to transit goods by rail from Lithuania to the Russian Baltic Sea enclave of Kaliningrad. This was determined by the EU Commission after weeks of protests and threats from Moscow. Under EU Commission guidance, Russia is allowed to transport civilian goods on the EU sanctions list such as timber and cement by rail from Lithuania to the Russian exclave of Kaliningrad. But the transportation of goods by road traffic by Russian expeditions continues to be prohibited. Also, it is not allowed to transport goods, which can be used for military purposes, through the railway.
Lituanisë i kërkohet që të kryejë kontrolle, për të verifikuar nëse ka valë qarkullimi apo mallra "të pazakonta" me destinacion Kaliningradin. Si kriter referimi do të merret volumi i transporteve ruse gjatë tre vjetëve të fundit. Përmes kësaj rregulloreje synohet të pengohet, që Rusia të transportojë drejt vendeve të tjera përmes Kaliningradit mallra, që ndodhen në listën e sanksioneve duke u devijuar masave ndëshkuese.

Grindje për tranzitin

Konkretisht Rusia iu referua shfuqizimit të marrëveshjes ruso-lituaneze për kufijtë shtetërorë. Madje edhe lidhja e Lituanisë në një rrjet të përbashkët elektriku të aktivizuar në mënyrë të sinkronizuar është përmendur në këtë kontekst.
Gjermania qartazi për çtensionim
Për vendosjen e rregullave të reja u angazhua veçanërisht Gjermania. Qeveria gjermane, sipas të dhënave nga qarqet e BE-së, druante se grindja për tranzitin mund të provokonte një përshkallëzim të rrezikshëm të tensioneve me Moskën, që janë gjithsesi të ashpra për shkak të luftës ruse kundër Ukrainës. Gjithashtu, sipas të dhënave nga Berlini, paraprakisht ka pasur marrëveshje konkrete për interpretimin e sanksioneve, të cilat nuk përputheshin me veprimet e Lituanisë.
Me rregullat e reja Komisioni i BE-së tani bën të qartë, se e e vendos të drejtën e Rusisë për tranzitin përmes hekurudhës mbi bazë ligjore, pasi në sfondin e sanksioneve Rusisë mund t'i ndalohej transporti i mallrave përmes Lituanisë.

It remains open, however, whether the new directives will contribute to easing the situation. The fact that Lithuania can delay the circulation of goods between Russia and Kaliningrad through controls is one of the aspects that do not affect the mitigation of the situation. On Wednesday (13.07) according to Lithuanian radio data, long queues of trucks were formed at the border crossing. Russian presidential spokesman Dmitry Peskov told a press conference in Moscow: "There is still no final solution to the situation."
