On December 26, 2024, CNA denounced another scandal involving the mayor Erion Veliaj, who is under 4 criminal charges from SPAK.

The denunciation concerns the scandal related to the reconstruction of a building in the 21 December area, with the claim that it will be carried out in the name of reconstruction from the 2019 earthquake, and which in fact leaves dozens of families out. ( READ HERE )

Initially, CNA denounced that the Municipality of Tirana on September 1, 2022 opened a tender for the object "Structural rehabilitation of building No. 116, Rr. "Muhamet Gjollesha".

The tender was held on September 12, 2022, while the winner, according to "Open Data", was announced on July 24, 2024.

The municipality of Veliaj announced the winner after 2 years of sleep, with a fund of 39,379,516 ALL, almost as much as the limit fund set by the municipality, which is 40,711,72 ALL.

5 months later after the announcement of the winner, the residents were informed with a grocery letter attached to the wall that they have to leave their homes and today the company Pepa Group has put up a sign showing the project. ( READ HERE )

What happens?

After that, the residents carried out the expertise independently, as the Municipality did not do any expertise to assess the damage to this building and it turns out that the expert concluded that the building has no damage.

On the other hand, the Municipality of Tirana has not given explanations to the residents of this building about how it will work, where those who have their homes or businesses will go, whether or not they will have a rent bonus, nothing.

The municipality of Tirana has not sat down to talk with the residents of the building to clarify the work that will be done and to get their agreement and further to continue with the work.

Simply through a grocery letter, it demands that the residents leave their apartments with the claim that the building was damaged by the 2019 earthquake and needs to be reconstructed.

At a minimum, the Municipality of Tirana should talk with the reconstruction residents, do a legal process, do the expertise, get the consent and signature of the residents clarifying that nothing will be affected by their properties, give the rent bonus in advance for everyone and then announced that the residents had to vacate their homes.

In these conditions, none of these happened.

In this case, we are dealing with abuse of duty on the part of Veliaj, since the process is being carried out in violation of the law, after no decision of the Municipal Council, leaving the residents of the building in the dark and not getting their approval for the development of this reconstruction.

Considering all the details, suspicions arise that 470 million ALL for reconstruction is theft and is money for elections.

The second one has a risk of expropriation as they want the land for construction as there is no other way to explain this whole scheme that without any consultation, without any information, in the blink of an eye the residents are asked to leave the apartment at a time that, according to the experts, was taken by themselves residents, this building has no damage.

The matter will not end here. The residents have informed this scandal that they will send it to the court for suspension of work and then the case will end in SPAK./ CNA
