Scandal/ The Italians investigated, Edi Rama signs permission, Pharma CFO

Elvis Doçi, alias Visi i Pojës, laundered money in construction with the direct signature of Edi Rama. Syri Tv reveals scandalous data, where the mafia organization, while being investigated by Italy, was suspiciously provided with a construction permit for a 10-story hotel on the coast near the Rock of Kavaja. The situation becomes even more scandalous, since SPAK has not investigated or seized the main company of Visi i Pojës, with which it also benefited from public funds and received construction permits from Edi Rama.

The Italian anti-mafia hit one of the Albanian mafia organizations trafficking cocaine from Latin America to Europe, where the money ended up in Albania.

There are at least 30 cases of money being transported by bus to Albania, where this money was then laundered.

Italian justice has also managed to identify the companies where Elvis Doçi, known as Visi i Pojës, laundered money from cocaine trafficking activities, and this information was forwarded to SPAK to then conduct the investigations that belonged to the Albanian side for the seizure of these criminal assets.

In one of the episodes revealed in the Italian file, it is said that from the verifications of the joint investigation team SPAK-Antimafia, they have verified with the Albanian judicial authorities, within the framework of the investigations of the assets of the Troplini family, in the period January 30, 2020- February 14, 2020, that Elvis Doçi's Audi A8 armored vehicle, which was owned by the company Eldemar Constrution, SRL, was seized.

In the Italian file, distributed to the media, the Antimafia identified the names of the arrested persons and the companies where the money was laundered, while the same did not happen for the Albanian side.

Regarding the investigations conducted by SPAK, this institution distributed a press release with a marked lack of transparency, which did not provide the names of the arrested or wanted persons or the names of the companies that were seized.

Seized companies

Syri TV managed to confidentially obtain the names of the seized companies, which include Ervin Zeqiri's "Marquez" company, Adi Çoba's "Felix Vinum", Juxhin Drazhi's "Majestic Konstruksion", Elvis Doçi's "Portside", known as (Visi Pojës), Nexhmedin Danaj's "Dubai Inn", Nexhmedin Danaj's "Vlora Cable", also owned by Nexhmedin Danaj, as well as a car trading company owned by Olgert Shqevi.

Vis Poje's company is not seized

But from a further investigation conducted by Syri TV journalists, it turns out that SPAK has hesitated to seize all the companies registered in the name of Elvis Doçi, one of which is Eldemar Constrution, under whose account the armored Audi A8 vehicle, seized during previous investigations into the Troplini family, was also registered.

This company, founded in 2010, turns out to be one of the main companies of Elvis Doç, alias Visi i Pojës, which has not only benefited from public funds, mainly from reconstruction funds, but has also received a construction permit directly signed by Edi Rama in February 2024.

And this company has been amnestied by SPAK.

So what happened to this company amnestied by SPAK and the construction permit for a 10-story hotel near the Rock of Kavaja?

According to the documentation made public at the Central Bank, in July 2024 the Rock of Kavaja company was established, with the object of hotel and tourism activity, with the sole shareholder Eldemar of Visit Poja.

After its establishment, in November 2024, Visi i Pojës sells 60% of its shares to CFO PHARMA. Three days later, the company, with an illegal act, increases its capital from 100 thousand lek to 225 million lek or 2.3 million euros.

On November 12, the Assembly of Partners decides to approve the increase in capital in kind, that is, with the value of the land where the hotel will be built, where the company CFO PHARMA will make the investment in 100% of the value, while Visi i Pojës will benefit from 40% since it contributes only with the land.

We recall that shortly after this commitment, in March 2025, automatic volleys were fired at the pharmaceutical company, which had already entered the construction and hotel sectors. According to this decision, the Visit company of Poja has signed a cooperation contract with the international brand AÇOR (Pullman).

It turns out that Eldemar Constructions acquired the land on January 26, 2024, without clear financial reports from citizen Luan Kasa, where the purchase and sale agreements state "Contract with reserve", which raises suspicions that the payment of 2.3 million euros was not made.

Within 2 months of acquiring the land, Edi Rama signed the construction permit for the 10-story hotel on the seafront for the Poja Municipality.

How is money laundered?

So, to put it simply, Visi i Pojas has just the idea, gets the land for free, Edi Rama signs the construction permit, the PHARMA CFO comes into play to guarantee the flow of money, and an international brand comes into play to cover the entire operation.

This entire financial operation, millions of euros and with suspicious signatures of Prime Minister Edi Rama, is surprisingly not seen by SPAK, and these companies are not placed under seizure./ Syri Tv
