Experts manipulate road accident report, find victim guilty

A few months ago, the show "Stop" on Tv Klan showed how on January 28, 2024, at around 10:30 PM, an engaged couple were returning from Përmet to Gjirokastër in their "Golf" car.

Fatos Kalemi and Alime Malka had just passed Tepelena, near the village of Mashkullorë, when they were hit in their lane by a "Benz" vehicle driven by 21-year-old Françesk Kaca. Fatos Kalemi was the most injured in this accident, as the driver was hit in the arm.

Fatos was taken to the Trauma Hospital, where he stayed for about a month. While his fiancée and 21-year-old Kaca received treatment at the Gjirokastra Hospital. Fatos says that the cause of the accident was Françesk Kaca, after he had a flat tire on the "Benz".

In this way, Frances entered his lane and caused the collision. This fact was also admitted by the 21-year-old himself at the time of the accident, when the three injured were helping each other. The OPGJ of the Gjirokastër Traffic Police, Artan Tarka, who inspected the accident scene in a conversation with the reporting couple, said that the collision occurred in Fatos' lane because of the 21-year-old.

But four experts, Andrea Baxheri, Arben Luzi, Fisnik Ziçishti and Naim Hoxha, manipulated the evidence, holding the injured party Fatos Kalemi responsible for the accident.

After investigating the "Stop" show and conducting the experiment, it became possible to refute the conclusions of four experts in two expert reports, which had clearly changed the dynamics of the accident.

Therefore, the Gjirokastra prosecutor's office decided to conduct a third expert report with five automotive experts, who also did not reach the same conclusion. Two experts conducted the report independently and stated how the accident occurred, while the other three conducted another report and again manipulated the dynamics of the event.

Former prosecutor Eugen Beçi explains the procedure regarding the notification that the prosecutor must make to the parties about the expert report. If the report is not notified to the parties along with the names of the experts, this procedure is considered incorrect and leaves room for redoing it./tvklan.al
