The head of SPAK, Altin Dumani, was asked about the extent of Albanian criminal groups in Latin America during the meeting of the Monitoring Commission of the Council of Europe.

Dumani said that SPAK has signed cooperation agreements with Ecuador, Brazil and countries where there are groups of Albanians.

He also stated that the Special Prosecutor's Office has excellent cooperation with the United Kingdom.

"As far as Ecuador is concerned, we have established in the investigations that the Albanian groups are present in Ecuador. We have established cooperation with the Ecuadorian authorities. In 2024, we consolidated a cooperation agreement, we helped in the investigations they are doing against the Albanian groups as we are jointly investigating. Even for many other countries, cooperation with Ecuador and Latin American countries is difficult, but as SPAK we managed to have contacts and information with many Latin American countries. Brazil, and countries where there are groups of Albanians.

We have excellent cooperation with the United Kingdom. The MCA director has been in my office, but I have also visited him in London. We have constant relations of cooperation with exchange of information, we have joint teams. We have joint investigations. We are pleased with the authority of the United Kingdom to establish bridges of communication which are bearing fruit day by day. Another area is when Albanian citizens convicted in the United Kingdom have transferred criminal proceeds to Albania and in cooperation with the United Kingdom for this category, SPAK should register property investigations for the seizure of criminal proceeds. We are on a good path. We have many contacts", said the head of SPAK./ CNA
