The Deputy Mayor of Tirana Municipal Council, Dorian Teliti, in a statement to the media, spoke about the approval of the 2026 budget of the Municipality of Tirana.

According to Teliti, this act by the majority was in flagrant violation of the fundamental principles of governance and local democracy.

He emphasized that in open violation of the rules, the majority excluded the opposition's proposals and ignored the public interest.

Teliti said that the majority said no to the citizens by refusing to put the opposition's 29 amendments to the vote.

The approval of the 2026 draft budget of the Municipality of Tirana by the left-wing majority in the Municipal Council was a pure act of arrogance and a flagrant violation of the fundamental principles of governance and local democracy. During the voting session, in open violation of the regulation, the majority excluded the opposition's proposals and ignored the public interest.

The Democratic Party's group of advisors had previously filed 29 amendments, drafted based on the real concerns of citizens, youth, families, needy groups and the capital's entrepreneurship. These amendments aimed to correct a clientelistic, unfair and disconnected budget bill from the social and economic reality of Tirana.

The majority said NO to the citizens.

By refusing to put our 29 amendments to the vote, the socialist majority said NO:

• 30% reduction in property tax

• Halving the cleaning fee for families and businesses

• Halving parking fees

• Reducing the infrastructure impact tax for new construction, a measure that would reduce the price of housing for young couples.

The majority said NO:

• Free nurseries and kindergartens

• Food subsidies for students

• Compensation for the increased price of water, until Tirana has a 24-hour supply

• Direct subsidies for Tirana farmers

Our amendments provided for necessary investments in education, security and the future of young people, including the construction of new educational institutions, increased security near them and the creation of public capacities for student housing. The rejection of these investments shows that for the majority the priority is not the future of the city, but maintaining power at all costs.

The majority said YES to the abuse of funds

Our amendments aimed to:

• Stop paying for services that don't exist, starting with the non-existent incinerator

• Reducing operational and administrative costs

• Elimination of funds for marketing and promotional events

• Allocation of these funds towards social services, community centers and support for the elderly

All of these were dismissed without any argument.

Dear citizens,

The budget of over 400 million euros for 2026, approved only with majority votes and strongly opposed by the opposition, does not provide solutions to any of the real challenges of the capital. It is a budget for propaganda and clientele; a budget that keeps alive the model of governance without transparency and accountability; a budget that burdens citizens and businesses.

This act is one more reason to react to arrogance, social exclusion, theft, and waste of public money.
