Rights of the Elderly in Albania/ OSCE Report: Narrowing the Gap Between

The OSCE Presence in Albania presented this Tuesday the findings and recommendations of its assessment on the human rights of older persons, with a focus on access to services and the impact of digitalization.

The report highlights key trends, challenges and recommendations for strengthening policy implementation, service delivery, digital inclusion and institutional coordination.

The findings emphasize that continued and coordinated efforts are needed to narrow the gap between policies and practice, as about 20% of the population in Albania is aged 65 and over. 

“With almost 20 per cent of the population aged 65 and over, and with older women constituting the majority, it is essential to ensure that public policies and services effectively respond to the growing rights and needs of this demographic category. Albania has made significant progress in establishing the legal and policy framework for the rights of older persons. However, continued and concerted efforts are needed to narrow the gap between policies and practice,” said Ambassador Michel Tarran, Head of the OSCE Presence.

The assessment, conducted from September 2024 to November 2025, examined older people's access to social services and the impact of digital tools on their rights. It was based on field visits, consultations, direct observations and discussions with local authorities and civil society, in all 12 regions of Albania./CNA
