Public administration pushes for average salary increase by 11.7% in the second

The increase in salaries in public administration affected the average gross salary rates across the economy even in the second quarter of 2025.

According to today's INSTAT data during the April-June 2025 quarter, the average gross monthly salary for a salaried employee in Albania was 83,906 lekë, with an increase of 11.7%, compared to the second quarter of 2024 and 2% compared to the first quarter of 2025.

The economic activities with an average salary higher than the national average were Financial and Insurance Activities, Information and Communication.

Compared to the second quarter of 2024, the largest salary increase was in the activity of Public Administration, compulsory social security, education, health and social work activities with an increase of 16.9%.

The smallest increase was in Financial and insurance activities with about 5.3%.

The occupations with an average salary higher than the national average were Managers, Legislators, Executive Directors, and highly educated specialists (professionals).

Compared to the second quarter of 2024, the largest salary increase was in the Armed Forces and Specialists with higher education professions, with an increase of 23.2% and 13.6%, respectively.

The smallest increase was in the occupation of Managers, Legislators, Executive Directors with about 8.8%.

According to the data, during this period, a decrease in the number of employees with minimum wage and an increase in the number of employees with higher wages was observed. The current distribution is more balanced and concentrated in the medium and high wage categories.

The calculation of the average gross monthly salary includes only the number of salaried contributors who work 18 or more days during the reference month. These contributors belong to all economic activities, including agriculture, forestry and fishing activities, which are declared to the General Directorate of Taxes.
