The State Police will be equipped with a new biometric identification center, designed to merge fingerprints, facial recognition, photographs, tattoos, voice and identity document control into a single system.
The Centralized Purchasing Operator opened the tender this Wednesday with a limit fund of 223.6 million lekë excluding VAT, or about 2.39 million euros, for the establishment of the Center with Multi-application Biometric Personal Identification Systems, AMAIS, near the Material-Technical Supply Center in Mullet.
The contract provides for the supply of 12 multifunctional systems for the collection and management of biometric data of detained or arrested persons, as well as 30 portable devices for identification through fingerprints and facial images.
The fixed systems will be installed in State Police structures where procedures are carried out for detained and arrested persons. They will be used to create biometric files with personal data, criminal record number, ten fingerprints and palm prints, frontal and profile photographs, images of tattoos and special marks, as well as a voice sample.
The devices should enable automatic photo capture, image quality control, adjustment of the person's position and data transmission to the central databases of the State Police. The systems will be connected to AFIS/APIS for fingerprints and AFAIS for facial identification.
The documents foresee that the traces of detained or arrested persons will be automatically compared with the data administered as scientific evidence in criminal cases under investigation or suspended. Traces found at the scene should also be sent in real time to the AFIS/APIS system for comparison with the database.
The thirty portable devices will allow police structures to verify a person's identity in the field through fingerprints and facial recognition. The search results should be returned to the terminal along with the data recorded about the individual in the central systems.
The devices will also be used to check identity cards, biometric passports, visas and travel documents. They must read the RFID chip and MRZ code, compare the photo and fingerprints stored on the document with the person presenting it, and analyze security features using white light, ultraviolet, infrared and angular illumination.
The electronic platform will include equipment, programs and services for connecting portable terminals to central bases. The documentation also requires a database of document and banknote models, with security features from at least 100 countries./ Monitor
