The actual budget of 2023/ KLSH highlights the problems

The head of the KLSH, Arben Shehu, presented the report of the institution he heads to the Economy Commission, regarding the draft law "for the approval of the actual budget of 2023". Shehu stressed that the Ministry of Finance and other government units should take into account a number of problems identified by the KLSH.

"During 2023, in general, economic transactions were carried out in accordance with the law.

However, from the results of audits in some implementing units, irregularities have been found and actions that are not in accordance with the law or transactions that are not in accordance with the regulator have been carried out.

The Ministry of Finance has not managed to regulate accounting with a special law and issue standards in this field. The annual consolidated statements for state budget transactions have not been brought to the assembly. Violations of financial discipline are evident," he said.

Shehu emphasized that the amendment of the 2023 budget law continued to be made with two normative acts, without following parliamentary procedures, and the time of amendment of these amendments was made at the end of the year, mainly in the field of expenses, with consequences in the rational and balanced use of public funds.
