The majority overturned the decree for Butrinti/ Meta message to the deputies

After many debates that lasted over two hours, the Economy Commission overturned the decree of President Meta for the Butrint National Park with the majority vote.

Regarding this vote, the reaction of the Head of State came a little while ago, which invites the deputies to read more carefully the legal reasons for the return for reconsideration.

He describes the commission's decision as political, while emphasizing that this would not at all serve the high interests of the country and the Albanian nation, but would worsen any relationship between state bodies and civil society, experts, and citizens as a whole.

Mbroni Parkun e Butrintit dhe vlerat e trashëgimisë historike dhe kulturore kombëtare!

I ftoj deputetët e Kuvendit të Shqipërisë të lexojnë me shumë vëmendje të gjitha arsyet ligjore të prezantuara edhe sot në Komisionin e Ekonomisë nga Këshilltari im Ligjor, z.Bledar Dervishaj lidhur me Dekretin për kthimin për rishqyrtim në Kuvend, të Marrëveshjes për Administrimin e Parkut të Butrintit, që:

– cenon dispozita konkrete të Kushtetutës dhe parimet kushtetuese të shtetit të së drejtës;

– cenon parimet dhe vlerat universale që mbrohen që në preambulën e Kushtetutës, duke cenuar kësisoj drejtpërdrejtë interesin publik shqiptar;

– cenon Konventën e Parisit dhe nuk është në harmoni me parimet e mbrojtura nga UNESCO;

– bie ndesh me jurisprudencën e Gjykatës Kushtetuese;

– praktika e ndjekur nga ekzekutivi dhe Kuvendi i Shqipërisë, rezulton se nuk ka realizuar dhe nuk ka siguruar mendimin e ekspertizës së pavarur vendase që ka njohuri të thelluara mbi Parkun Kombëtar të Butrintit, nënzonave dhe siteve arkeologjike të tij;

– procedura e ndjekur nuk ka garantuar një proces të gjerë e të thelluar të konsultimit me publikun, duke sjellë kështu një produkt jo cilësor dhe një debat publik mbi këtë çështje;

- due to the lack of comprehensive consultation, this law is the product of a process that violated the Resolution dated May 19, 2022, approved by the European Parliament.

I remind the majority in the Assembly of Albania that if it chooses to politically overturn the Presidential Decree and continue with the entry into force of the law, this would not at all serve the high interests of the country and the Albanian nation, but would worsen any relations of state bodies with civil society, experts, and citizens as a whole./ BA - CNA.al
