The director of the State Police, Muhamet Rrumbullaku, issued a statement to the media this afternoon regarding the murder in Shengjin of the businessman, Ardian Nikulaj.

Rrumbullaku said that for this serious event, the Blues have seized important evidence.

He announced that 6 people have been declared wanted, one person with Albanian-British citizenship, one Portuguese and 4 British.

He stated that the police have information that the perpetrators have left the territory of Albania.

We are here today, to communicate the investigative actions for unraveling the serious criminal event, which happened in the district of Lezha.

As we informed you, in Shengjin, on 19.04.2023, around 13:25, in the premises of the "Coral" bar, citizen Ardian Nikulaj, 51 years old, resident of Shengjin, Lezhë, was shot dead.

Immediately after the incident, a special investigation group was set up, consisting of the local and central structures of the State Police, under the direction of the Prosecutor's Office at the Lezhë Judicial District Court, with the aim of documenting and clarifying the authorship and carrying out procedural actions for complete legal documentation of this event.

The State Police highly evaluated this event, for the clarification of which the investigative group examined, evaluated and seized as material evidence, a series of valuable evidence that served to document the event.

During the inspection of the scene of the event, the following were found and seized as material evidence:

• Model 54 firearm cartridge, caliber 7.62 mm;
• A model 54 projectile, caliber 7.62 mm;
• Letter notification;
• "iPhone" brand cell phone, and some other biological and film evidence

At the same time, the investigative group continued with quick procedural actions such as: taking statements, examining and seizing film footage at the scene, examining the route described by the suspected perpetrators related to the time and place before and after the serious incident criminal.

As a result of the investigations, the actions of the suspected perpetrators were documented, from the moment of organization, until the moment of the murder of 51-year-old Ardian Nikulaj, as well as all the dynamics and itineraries described by the executioner and all other citizens involved as organizers and collaborators in carrying out this event.

From the procedural actions carried out for this event, incontrovertible scientific biological evidence has been provided that belongs to the authors of this serious criminal event.

Regarding the vehicles used to commit the crime by the suspected perpetrators, their use by the suspected persons for a period of time for the execution of the murder has been documented.

At the end of these preliminary actions, from the scientific evidence provided, the declarations and seizures in the quality of material evidence mentioned above, by the Prosecutor's Office at the Court of First Instance of Lezhë and the Court of First Instance of Lezhë, security measures have been set for 6 citizens, as suspected perpetrators of the 51-year-old's murder, namely:

1. EH, citizen with Albanian and British citizenship,
2. RRS, Portuguese citizen,
3. HJS, British citizen,
4. HB, British citizen,
5. TH. M., British citizen,
6. SP H, British citizen,

The investigative group continues the investigative and procedural work for the complete documentation of the organization and financing, for the criminal execution of the citizen Ardian Nikulaj.

Also, the investigative group is collaborating with partners and international law enforcement structures, for the capture of the perpetrators of this serious criminal event, who have left the territory of the Republic of Albania, after committing the crime.

On the basis of the materials referred by the Judicial Police services of the Lezhë Local Police Directorate, the Prosecutor's Office at the Court of First Instance of Lezhë has registered criminal proceedings no. 205, year 2023 for the criminal offense "Premeditated murder", committed in the form of a structured criminal group, "Commitment of criminal offenses by a criminal organization and a structured criminal group" and "Illegal possession and production of weapons, explosive weapons and ammunition" fighting".

Allow me that in the capacity of the General Director of the State Police, I feel the obligation and need to clarify the public opinion and you, dear journalists, regarding the reaction and commitment of the State Police structures, not only in cases of criminal events, but in the entirety of their work, because regardless of opinions, media statements, I assure you and the citizens, that the State Police has reacted and is maximally committed, and continues with maximal commitment for the prevention of criminal events, follow-up with special investigative groups, in order to clarify the events that happened, to create a safer environment for local citizens and those foreigners who visit our country.

The State Police speaks with evidence for certain events and with the results that its structures achieve in their daily work, not with opinions. In this context, it is required to increase the awareness and cooperation of the citizens, to increase even more their trust in the State Police, in order to report on time any illegality they face, since the timely denunciation gives the Police the opportunity to act immediately and towards the objective.

At the same time, I want to assure the citizens that none of the leaders of the State Police is involved in activities that contradict the law and the duty.

Police officers are at the top of their duties, with legal and moral responsibility towards the citizens, to fulfill this sacred mission in their service as best as possible.
