EC monitoring committee calls on Montenegro to fill the Constitutional Court

The committee for monitoring compliance with the obligations arising from membership in the Council of Europe, called in its report to all political entities in Montenegro to elect the judges of the Constitutional Court without delay.

"The Constitutional Court is now unable to function properly in the matter of electoral disputes," the document states.

Sipas raportit të komisionit, Malit të Zi i kërkohet të zbatojë rekomandimet e Zyrës për të Drejtat e Njeriut dhe Institucionet Demokratike të OSBE-së në lidhje me procesin zgjedhor, para zgjedhjeve të ardhshme presidenciale dhe parlamentare.

Sipas raportit, "zhvillimi i ngjarjeve në luftën kundër korrupsionit duket premtues, pritej që një sërë rastesh të profilit të lartë të ishin një tregues i angazhimit real në luftën kundër korrupsionit."

Raporti i komitetit theksoi gjithashtu se Mali i Zi përjetoi paqëndrueshmëri të konsiderueshme politike në vitin 2022, i cili ishte rezultat i një procesi të vazhdueshëm transformimi pas zgjedhjeve të vitit 2020, të cilat e hoqën Partinë Demokratike Socialiste të presidentit aktual Milo Gjukanoviç nga pushteti për herë të parë në historinë e vendit.

Montenegro is included in the committee's report because it is still under monitoring as it fulfills its obligations in the Council of Europe. Montenegro has been a member of the Council of Europe since May 2007.

Strong messages were sent to Montenegro by the EU at the end of December last year, when it was announced that it could consider the termination of negotiations with Montenegro in the event of the continuation of the political and institutional crisis in the country.

The international representatives declared that if Montenegro does not create functional institutions and does not elect judges of the Constitutional Court, the European Union in January or February may consider how to stop the negotiation process./ VOA
