Tenders/ New monetary limits are set for classic sectors, sectoral and small

The government has approved this week a decision that sets monetary limits for contracts according to their specificity.

From point one, the decision sanctions that institutions are not allowed to divide a contract into several procedures to avoid these monetary limits.

"The monetary limit is the monetary value, according to which the procedural rules are determined, mainly in determining the time limits in the public procurement procedures of the classic and sectoral sector for work, services, goods, as well as design competitions.

"No public contract can be divided in order to avoid the monetary limit or the procedures provided by the law on public procurement," the decision states.

The latter, in four separate chapters, deals with the monetary limits for some sectors or contracts. Thus, for the classic sector, the decision specifies that this applies to procurement procedures for public works, equal to or greater than the value of 603 million ALL.

Likewise for procurement procedures for goods, services and design contests, equal to or greater than the value of 16 million ALL.

The lower monetary limit in the classic sector is 12 million ALL for procurement procedures related to public works or 10 million ALL for procurement procedures for goods, services and design contests.

The upper monetary limit in sectoral contracts is as follows:

a) For procurement procedures for public works, equal to or greater than the value of 603 million ALL;

b) For procurement procedures for goods, services and design contests, equal to or greater than the value of ALL 49 million.

The lower monetary limit in sectoral contracts is as follows:

a) For procurement procedures for public works, equal to or greater than the value of 12 million ALL;

b) For procurement procedures for goods, services and design contests, equal to or greater than the value of 10 ten million ALL.

Social and other specific services

1. The monetary limit for social services and other specific services in the classical sector is equal to or greater than the value of 82 million ALL.

2. The monetary limit for social services and other specific services in sectoral contracts is equal to or greater than the value of 109 million ALL.

Small value purchase

1. The monetary limit for procurements of small value is from 100 thousand ALL to 1 million ALL.

2. For the value up to 100,000 (one hundred thousand) lek, the authority or contracting entity is not subject to public procurement procedures according to the provisions of the law on public procurement./ Monitor.al
