The Special Prosecutor's Office has closed the investigations and has sent for trial the file for Rexhep Rapi, Algert Rapi, Dedan Gjoni and Davi Gjermëni.

These persons have been charged with the criminal offense of "Providing the conditions and material means to commit murder", to the detriment of the citizen Xhevdet Kiss (Elder), committed in the special cooperation of the structured criminal group, "Structured Group criminal", "Commitment of criminal offenses by structured criminal group and criminal organization".

The murder of Xhevdet Plaku was planned to be carried out on September 17, 2019, in Durrës, when he was escorted to the police station by police officer Dedan Gjoni, with the claim that he was using an armored car.

Rexhep Rapi planned the murder of Plaku for revenge, as he accuses the latter of being the author of the murder of his brother, Sali Rapi, in 2000 in Savona, Italy.

The Special Prosecutor's Office against Corruption and Organized Crime completed the investigations and sent to the Special Court of First Instance for Corruption and Organized Crime, the request for trial of criminal proceedings no. 19/1, of 2024, in charge of the defendants Rexhep Rapi, Algert Rapi, Dedan Gjoni and Davi Gjermëni, accused of committing the criminal offense of "Providing the conditions and material means to commit murder", to the detriment of the citizen Xhevdet Kiss (Elder), committed in the special cooperation of the group structured criminal, "Structured criminal group", "Commitment of criminal offenses by structured criminal group and criminal organization", provided by articles 80, 28/4, 333/a/1/2 and 334, of the Criminal Code.

This proceeding was registered on the basis of information forwarded by the Limburg District Prosecutor's Office, the Netherlands. The investigations have proven that the defendant Rexhep Rapi and the citizen Xhevdet Kiss (Elder), have a conflict because, in the year 2000 in the city of Savona, Italy, the citizen Sali Rapi (born on 21.05. 1968, born in Durrës), who turns out to be a family member of citizen Rexhep Rapi. The murder of the Albanian citizen Sali Rapi was suspected to have been committed by the citizen Xhevdet Plaku and the citizen BP, who were arrested in connection with this event. On 04.04.2014, citizen Xhevdet Kiss (Elder), was declared innocent by the Court of Savona, Italy.

As a sign of revenge for the murder of the citizen Sali Rapi, the defendant Rexhep Rapi has organized within a structured criminal group, with the aim of killing the citizen Xhevdet Plaku. The creator of the structured group turns out to be the defendant Rexhep Rapi, who, due to the failure in three previous cases to kill the citizen Xhevdet Kiss (Elder), specifically twice in Durrës and once in Tirana, due to enmity , has created this group with the aim of killing Xhevdet Kiss (the Elder), where the family members Algert Rapi (his nephew), Davy Gjermëni, Dedan Gjoni and the late Fatjon Dervishi (Toqe/Tole) were included. (for whom criminal proceedings cannot be initiated, as he was killed after an assassination attempt with a firearm on 27.09.2023, in Sukth, Durrës).

From the investigations, it was proven that the citizen Xhevdet Kiss (Elder), on 17.09.2019, was escorted to the premises of the Durrës Local Police Directorate. After his escort to the DVP Durrës, the defendant Dedan Gjoni communicated with the defendant Davy Gjermëni, whom he informed about the fact of the detention of the citizen Xhevdet Kiss (Elder).

Then, the defendant Dedan Gjoni, sent the defendant Davy Gjermëni, the photo of the citizen Xhevdet Plaku, and a message informing him that he would leave at 20:00, from the back door of the Police Region. The defendant Davy Germëni then sent this information to the defendant Algert Rapi, a close family relation (nephew) of the citizen Rexhep (Kep) Arapi. After the notice that the defendant Davey Germëni gave to the defendant Algert Rapi, the defendant Rexhep Rapi (Kep Arapi) organized with his men to commit the murder of the citizen Xhevdet Plaku, by ambushing him.

The murder was not committed, as the defendant Germëni was afraid that the information sent through the application could be discovered later, and therefore told the defendant Algert Rapi, that the defendant Rexhep Rapi should leave, since Xhevdet was no longer there. in the region, because they had released him.

After sending for trial the criminal proceedings against the above four defendants, the investigations continue in the framework of a separate criminal proceeding, with the object of other criminal facts, and other suspected persons./ CNA
