Cadastre explains how to apply for property revaluation

The Albanian Cadastre has published an instruction explaining how to proceed to carry out the revaluation of property. The first step is to identify yourself in e-Albania;

Then select the service: “Asset Revaluation”, click “Representative is the same as the applicant”;

On the next page, select the property you want to revalue, the service "Issuance of a copy of the real estate card" is automatically added;

Next, upload a property document or appraisal deed and the expert's license in PDF, if you have had the reassessment performed by a licensed expert;

The minimum service fee is reflected on the next page, finally click "Send".

The Cadastre clarifies that the service fee that appears during the application is not fixed, but will be calculated depending on the amount of tax that will result from the revaluation:

– Up to 150,000 lek tax → 3,500 lek

– From 150,001 – 300,000 lek tax → 7,000 lek

– Over 300,001 lek tax → 10,000 lek

After the calculation or verification of the revaluation carried out by the licensed expert, the exact service fee is determined and included in the invoice you receive in e-Albania, the explanation states.

Yesterday, the way was paved for the start of the real estate revaluation process with a 5% tax from the current 15%.

The joint instruction of the Ministry of Finance and the Directorate of the State Cadastre Agency (ASHK) has been published in the Official Gazette, regulating the process of revaluation of real estate for individuals.

This instruction determines that the methods of revaluation will be at the ASHK (at minimum fiscal prices) or by a licensed expert.

The instruction stipulates that if the individual chooses to have the property revaluation carried out by the ASA, it will be done at the minimum fiscal prices in force at the time of the revaluation process and in accordance with the provisions of joint instruction no. 34, dated 29.12.2023, "On the tax on the transfer of ownership of immovable property".

The tax base is calculated as the difference between the value resulting from the revaluation and the previously registered deductible value. For buildings, 1% is deducted from the reference price for each year of use, up to a maximum of 30%. For land, the minimum fiscal price is that per square meter according to the map of values ??in force.

If the individual chooses to have the property revalued by a licensed expert, the taxable base is calculated as the difference between the value reflected in the property valuation act and the deductible value. In any case, the value reflected in the property valuation act by the licensed expert cannot be less than the minimum fiscal price./ Monitor
