On Tuesday, in the Laws Commission, the Prosecutor General, Olsian Çela, presented the summary report regarding the work done for 2023. 

Regarding the new Judicial Map, Çela said that the General Prosecutor's Office took all the necessary administrative measures and it was achieved that its implementation was carried out successfully.

But he raised infrastructure concerns.

In the framework of the new Judicial Map, the General Prosecutor's Office took all the necessary administrative measures based on a series of approved by-laws and it was achieved that its implementation was carried out successfully, without any problems in the continuity of work. During this phase, he coordinated and cooperated with the High Judicial Council, the High Prosecution Council and the Ministry of Justice. The main issue that remains to be resolved within the new Judicial Map is related to infrastructure. From our side, several measures have been planned that, for their realization, require inter-institutional commitment.

The design task has been completed by the Municipality of Tirana in cooperation with the High Judicial Council, the General Prosecutor's Office, the Appeals Prosecutor's Office of the General Jurisdiction and the Tirana Prosecutor's Office, for the construction of a new accommodation building for all the above-mentioned institutions. After the Municipality of Tirana makes available a construction site, the design of the project will continue, but the issue of financing must be resolved.

For the Prosecutor's Office at the Court of General Jurisdiction Fier, the Municipality of Fier has been asked to take over the administration of another building since the existing building does not meet the needs. We are waiting for the full realization of the agreement between the General Prosecutor's Office, the High Judicial Council and the Ministry of Justice for the provision of additional accommodation facilities/existing buildings which will then be subject to reconstruction and adaptation, for prosecution offices and courts in the districts of Gjirokastër, Vlorë and Durrës. Even after these measures, the Durrës and Sarandë Prosecutor's Offices will continue to be a problem, where the existing premises are insufficient if the offices were to be filled.

An urgent problem that remains to be solved is the one related to the archives, where the situation is becoming increasingly difficult. I estimate that there is a need for legal intervention as well as taking inter-institutional measures to ensure the infrastructure that will enable their preservation. 

As for the case management system, a group of support experts for the centralized case system has been set up to ensure the most effective support and coordination of the prosecution for the realization of this project. Work has been coordinated with the Information Technology Center for the Justice System and the framework for the interaction of the new systems of the justice system (including the CAMS system) has been drawn up, which includes, among other things, the interconnection of electronic systems between them, but also with state databases with computer protocols, for a more efficient and secure communication. Meanwhile, we have started the first contacts with the representatives of the EU Delegation in Albania for the support from the EU funds of the new CAMS system. /CNA
