Economic expert criticizes Fiscal Peace: Honest business is being penalized

Expert and coordinator of the Democratic Party's program, Dorian Teliti, has commented on the debates on fiscal amnesty and the concept of fiscal peace, raising concerns about the way, according to him, businesses are being treated by the state administration.

Teliti stated that fiscal amnesty is related to the past, while fiscal peace aims for the future.

"Amnesty is a call for those who have arrears to reduce and eliminate them. In this great mess that is the Albanian economy, the balance sheets need to be cleaned up, but the way this is done is essential," he said.

According to Teliti, treating the issue only in terms of time, without a detailed analysis and without additional instruments, makes the process unfair. He emphasized that the state must first identify irrecoverable debts and differentiate them from obligations that can be recovered through legal means.

Teliti also brought to attention cases of businesses that have not paid their obligations over the years and, according to him, have used these funds to create a competitive advantage.

"If someone has not paid their obligations and has used them for unfair competition, this is not fair. We need an instrument for honest parties as well. What do they benefit from? Nothing. They are even subject to additional checks by tax authorities," he declared.

Speaking about fiscal peace, Teliti explained that it envisages a three-year agreement between business and the state.

According to him, entities are required to declare at least 18% more profit compared to 2025, up to a ceiling of 50%, while in exchange they are allowed to review old asset balances, paying 5% tax.

"The honest subject has paid 15% tax, while the one who enters into an agreement pays 5% and for three years the state structures do not come to their door," Teliti emphasized.

Another problematic element, according to him, is the condition for waiving appeals. He recalled that appealing is a constitutional right and currently businesses must prepay 50% of the fine amount to file an appeal.

"The only one who is not talked about in either amnesty or fiscal peace is the honest subject," Teliti concluded./ CNA
