Through exclusive and official documents, has been able to dismantle the complete incinerator concession scheme in Albania, starting with 22 million euros in Elbasan, 28 million euros in Fier, and 128 million euros in Tirana.

It is suspected that the owners of these concessions, are involved in partnerships with media owners and executives, and official documents on them have been published day by day by People that are hiding behind incinerators, through a scheme denounced by few media outlets, but also in part by the opposition, have strong media connections.

They are the citizens Klodian Zoto, Mirel Mërtiri and the cohabitant of the latter Stela Gugallja, who along the way have engaged in partnership with the media, as in the case of Top Channel, or by sponsoring many of the top televisions and portals in the country. has revealed the connections of the incinerator trio with the owner of Top Channel Vjollca Hoxha and the former politician, currently the director of this television, Ben Blushi. There are two companies which clearly show that the shareholder of Top Channel, Vjollca Hoxha is a partner with the owners of the companies that have received concessions, the incinerators in Albania.

First, there is the company “EM Capital Group”, established in Bulgaria, where partners are Mirel Mërtiri, Klodian Zoto and Eva Blushi, the wife of the director of Top Channel, Ben Blushi. This company then buys in Albania 51 percent of the shares of Lori Kafe, which bears the trade name Valtelina Kafe, and which “coincidentally” has the same owners as Top Channel.

The second company is “KudoPay”, where shareholders are Vjollca Hoxha, Ben Blushi, and Stela Gugallja. The latter is the one who secured the 22 million euro contract of the Elbasan Incinerator concession.

So the owner of Top Channel is a partner, with the owners of the incinerators, receive money from the Albanian taxpayers, and with this money they sponsor the media, to be “protected” publicly. Now all this scheme is public, and SPAK has it quite easy to investigate, if exist the will.

In an official response to, the head of SPAK, Arben Kraja, specifies what is happening with the incinerators affair and what is the object of investigation, and confirms that the Special Anti-Corruption structure has put under investigation the affair with incinerators, whose owners are in partnership in other companies with the owner of Top Channel, Vjollca Hoxha and the former politician, currently head of Top Channel, Ben Blushi.

Investigations have begun for the Fier incinerator and the Tirana incinerator. “We confirm that SPAK is conducting investigations in the framework of criminal proceedings’ no. 187 of 2020, regarding the concession contract with the object “Concession of construction and administration of the Urban Waste Treatment Plant, Fier”, for criminal offenses “Abuse of duty” and “Violation of equality in public tenders or auctions”, provided by Articles 248 and 258 of the Criminal Code.

Also, SPAK is conducting investigations in the framework of criminal proceedings’ no. 255 of 2020, regarding the concession contract with the object “Concession of construction of landfill, incinerator and rehabilitation of existing landfills in Tirana”, for criminal offenses. “Abuse of duty” and “Violation of equality in public tenders or auctions”, provided by Articles 248 and 258 of the Criminal Code”- said in the response of the Special Anti-Corruption Prosecution, signed by Arben Kraja.

According to the same for these two criminal proceedings the investigations are still ongoing, and in keeping with the secrecy of the investigation, no more details can be made public. Former coordinator, leader and founder of “Democratic Persuasion”, Astrit Patozi showed yesterday in a TV appearance on A2 CNN, his approach to the developments of recent weeks in the Democratic Party. Patozi was once the chairman of the parliamentary group and deputy chairman of the Democratic Party, as well as the editor-in-chief of her newspaper “Rilindja Demokratike”.

So a man with weight in politics, and so many people were curious about his stance. But for those hoping for a process of unification, opening and change of the DP, Patozi was the biggest disappointment.

This is due to the fact that from a rational politician, especially in 2017 when he asked for a race in the Democratic Party, or in his interviews after 2013, when he stressed that during the DP government big mistakes have also been made, but also over the race of Lulzim Basha with the late Sokol Olldashi, yesterday we saw another Astrit Patozi.

We are already seeing a chaotic Patozi in front of the gate, who wants to score a goal, but puts the ball in his own gate, because he doesn’t have the strength to go to the opponent’s gate. Patozi has emphasized the same things with his writings and analyzes. Today he is venting his anger and behaving like a non-unifying divider. Both of these career politicians in the DP, couldn’t get together more than 15.000 votes in the last election.

And they didn’t compete in a joint coalition. Running separately produced that result which was seen, and made it clear that all parties, including Basha’s Democratic Party, that anyone couldn’t win alone. Basha tried this in 2017. He removed half of the parliamentary group from the list.

He didn’t win. This year Patozi, Topalli, Murrizi and everyone else tried it. And all divided didn’t win. Even Sali Berisha cannot win alone even if he takes over the leadership of the Democratic Party. Politics has agreement as art, not loneliness and anger. But Patozi seems more angry with Sali Berisha than with Lulzim Basha.

In fact, Patozi describes Berisha as the problem of the current situation in the DP. But today we are facing another situation. It is no longer the time to discuss, “why you, why me, etc”. Some public apologies have been made for the mistakes. So today is the time to say:What does anyone do? So, what will Astrit Patozi do for a union and opening of the Democratic Party to overthrow Edi Rama? Or where will go Jozefina Topalli?

What will be the contribution of others, including the return of Majlinda Bregu or dozens of others, who shouldn’t return to the DP as individuals who were ousted by an irresponsible chairman, but as a group with clear ideas and as a staff that creates a political offer, along with other personalities who are currently within the DP.

Or names who just have to compete. Let there be an open race within the DP, with guarantors, and let everyone get what they deserve. This is the last chance. Either the DP becomes a governing alternative or closes his historical cycle.

Divided, with anger and resentment, whether for the wrath of Berisha, Basha or the wrath of Patozi, there is no future and no solution. The road is headless. Alone everyone will lose. Patozi has tried it. Topalli and Basha as well. The solution is the deal.

The solution is to come up with a joint offer, the creation of factions, the reunification of the DP. This with a final goal not only the “shaking” of the government, but also the creation of an alternative for a short time in front of the government of Prime Minister Rama.

But that cannot happen if everyone continues to lose apart, not realizing that it is time to unite. And in case one party doesn’t understand, then the other should make every effort. They must go beyond personal interests and develop the opposition alternative.

Those who kill the alternative or the hope for change, can be nothing but a hindrance to the change process. The political time for experiments by the parties is over. Everyone must find their way to a union with sanctioned statutory forms that bring about the development of alternatives and hope for change. Following a dead end and with a head full of anger and rage brings only defeat./

Theft, abuse, corruption?/ Water supply scandal, how is being tried to hide the truth




Two media personalities Mira Kazhani and Bieta Sulo, have returned to the spotlight on social networks, after strong statements made by Prime Minister Edi Rama with the mayors, regarding the issue of water supply.

Rama was quite harsh, saying that there worked people who actually lived abroad, and yet they received monthly salaries. So a scandal that the Prime Minister beyond the fact that he publicly denounces, it should lead to the prosecution.

Furthermore, the structures of the State Police and the Ministry of Interior, should arrest in flagrance the directors of water supply or finances who make payments to persons who are abroad. And this is easily verifiable by the TIMS system.

Rama was also tough on the debts of the water supply companies, where 2 of the main ones in the country, financed by the German bank KFV during the rule of the Democratic Party, that of Korça and Pogradec, although they have a very good performance with payments, cannot pay the loans.

So we have troubled water supply. Debt-ridden, with billions of Lek thrown away, loans, inflated administrative structures, and money being paid to people who don’t work at all or to citizens even though they have more water, they pay less money, and a government that even though it does more much investment, provides less water for citizens.

And in front of these stand Bieta Sulo and Mira Kazhani as a debate on social networks.

The problem with journalists being part of the boards or as advisors to the leaders of such institutions doesn’t start with Bieta and doesn’t end with Mira either.

Journalists have often been on boards, all without exception. From the first to the last of those who stay in state offices or are even invited through television studios. Or them from analysts who have been advisor, board members, or even heads of institutions, and who today speak on behalf of media independence.

Being journalists on boards or as advisors in institutions, is not the biggest problem of the financial pit of water supply. The problem lies elsewhere. At the heart of water supply issues are mismanagement. Large loans, lack of water supply and non-payment by citizens, theft of water and lack of culture to pay for water, as an Albanian “disease” in certain areas.

Thus, the water supply company in Berat has taken a 1 million dollars loan to buy meters that cost from 120-140 euros each, when in the market at that time they cost 15-20 dollars, and the highest quality one cost a maximum of 40 dollars. So they are bought 3-7 times more expensive than the market price.

And 1 million dollars was taken by ITS, the same company that is involved and accused of having links with the government, with Klodian Zoto, Mirel Mërtiri and the latter’s cohabitant Stela Gugalla, who are the people involved in the corrupt scheme of incinerators.

In Korça, everything started 8 years ago. ITS received at least 6 billion Lek for water supply meters for which the Supreme State Audit has said that the director should have been fired and led to criminal prosecution. But he continues to be in office to this day.

The money went to the “incinerators”, with the same price difference as in Berat. The same scandal occurred in the Lushnja water supply system. One of the most problematic, again takes millions of dollars in debt and loans for meters, the price of which is set at the discretion of the company itself.

An open tender would suffice, and we would be in a different situation, and the water utilities would save millions of euros. Meanwhile, just a few months ago, Tirana Water Supply gave Klodian Zoto another 1 billion Lek for smart meters.

Same as those of Berat, Korça, Pogradec, Lushnja, or in Fier, etc. The facts are hundreds. The will of an investigative institution, such as the prosecution or the SPAK, is enough to go and start investigations in Korça, Berat, Lushnje, Fier or even Tirana, and there are so many documents and facts inside that there would be no place in Albanian prisons for thefts that abused with the water supply systems of Albania./
