Today we are making public a document that was sent in English to the Albanian Electric Power Corporation (AEPC), which is also the beginning of a corrupt affair, as through this document a scandalous contract was signed. A private company would earn hundreds of thousands maybe even millions of euros, while AEPC nothing.

A monopoly contract which has not been awarded to other companies but only NOA, and this has happened during a vague period. Why? Because a well-known proverb says:”Wolf wants only fog!”. Everything happened the day before Benet Beci, General Director of AEPC, resigned.

Then for 8 day was performed every procedure until was signed the contract. The “wolf wanted fog”, and while Benet Beci was staying in AEPC offices even though he had resigned, until the board decided to release him from duty. This is the first document that paved the way for a suspicious affair.

CNA.al will bring other documents, until the responsible institutions start the investigation regarding a scandal, which we have called criminal from the beginning. We believe it is such because in times of an energy crisis, with differences in prices and hours of transmission and storage of electricity, a private company in a monopolistic situation with a corrupt approval from the Competition Authority, has been able to earn millions of euros by damaging the budget of the Albanian Electric Power Corporation.

It all started 14 hours before the head of AEPC, Benet Beci, left office through resignation. The facts show that the situation was different, because on March 4, 2021, a day before Beci’s resignation, was realized this corrupt affair that directly affects the pockets of Albanian consumers.

Although he resigned, Beci continued to stay in office for several more days. We will further make public other documents on this scandal. This is the first fact where NOA asked AEPC for cheap energy, and this institution under the shadow leadership of Benet Beci, created a situation to then produce a scandalous and even criminal contract.

Through this letter of interest, NOA Energy trade, LLC expresses its desire to enable the exchange of energy starting from April/May for 12 months (every year), following the following requirements:delivery capacity: greater or equal to 50 MV, delivery volume: greater than or equal to 40.000 MV each month.

Transmission capacities are provided by NOA ENERGY TRADE LLC”, it is stated in the request of NOA company addressed to AEPC. In its request, NOA also dictates the conditions to AEPC, as the public institution was the looser in this contract.

“The energy provided by AEPC, should not be used for the implementation of contracts against Albanian market participants. If the energy received from AEPC is used to enforce contracts against Albanian market participants (AMP), then the value of the energy will be calculated by referring to the starting price plus the unit charged due to public service (public damage).

Among other things, the request states that “the balance between the two companies NOA ENERGY TRADE LLC, and the other party at the end of 12 months must be a net worth 0. In case this value is not zero, the party that is the recipient will turn back the energy received.

Important clause:”We propose the possibility that in the months when the balance is fragile, such as March, April, December and January, increases the amount of exchange”. Below we publish the original request in English, which later produced a scandalous and criminal contract./CNA.al

CNA.al has been reporting for two days regarding a scandal that occurred in one of the Albanian state institutions. It is an abusive contract, signed by AEPC (Albanian Electric Power Corporation), for energy exchange.

A contract which is to the detriment of AEPC. CNA.al has reported that while Prime Minister Edi Rama warns of energy crisis and rising energy prices, AEPC gives energy to the private company NOA Energy Trade.

It is about an energy exchange, or an amount that AEPC has to give to the private company NOA Energy, and the latter will return it to the AEPC at the same time. So within the same day but not setting schedules. And the scandal starts right here.

So to power exchange schedules, especially in recent weeks, when has risen the market price of electricity per megawatt. According to the contract, AEPC gives energy to the private company at the peak of consumption, where the price has reached up to 300 or 400 euros per megawatt. While the company in question returns this energy to AEPC, in the early hours of the morning.

So at 4 or 5 o’clock in the morning, when the market price is somewhere less than 50 euros. But another state institution is also involved in this scandal. It is about the Competition Authority, which has approved the contract in question.



CNA.al has provided documents showing how the Competition Authority has given an advantage to a company that wins millions of euros. So, this company, NOA Energy, is the only one announced by the Competition Authority to receive energy from AEPC, thus creating a monopoly.

The first, scandal lies in the fact that AEPC could sell this energy itself, and improve its finances. Secondly, the contract has been announced as a solution due to the excess amounts of energy produced by AEPC and for their energy storage.

But in fact, because of this crisis, or because of the huge increase in the price of energy and its lack in the market, we are not dealing with an energy deposit, but with a clear corrupt scheme, where a private company earns hundreds or millions of euros at the expense of an Albanian state-owned company.

Third, the question arises, why only this company? Why was created this monopoly? What is the point of AEPC giving thousands of megawatts to a private company when there is an energy crisis? This announced by the Prime Minister Edi Rama himself. Facts/ Lulzim Basha “killed” himself

“Basha ‘killed himself’ trying to ‘kill’ Berisha”. This is the statement made yesterday by Dimitris Mavros, director of the well-known survey company MRB, for Euronews Albania. A clear expression that already appears in some facts. Lulzim Basha tried to “kill” Berisha by hiding in his office.

So, he actually committed a “suicide”, because with the act he committed, hidden and alone, he couldn’t “kill” Sali Berisha. Because by gathering the forums, he could have won, he would have “killed” his predecessor, and he would have been a real leader. But he couldn’t do this act either.

Alone, closed and with a previously recorded video, Basha announced the “murder” of Berisha.

Moments later, after leaving the office, it appeared that he had committed “suicide”. Objections to his decision were strong, and Lulzim Basha was left alone, with some servile officials around, some of whom have not done a single day’s of work, but whose first salary is what Luli Basha gave them.

A very significant fact is that immediately after what Basha called the “murder” of his spiritual “father”, he faced the “hurricane” of the Democrats. For almost one month, Basha hasn’t left his office, he hasn’t any meetings with the Democrats at the base.

He tries to go to press conferences, and then stays locked in the office all the time, and is completely alone. Another fact is that Lulzim Basha tried to “kill” Sali Berisha. But polls tell us that in the majority Democrats prefers Berisha and not Basha.

The Euronews poll yesterday clearly showed that the vast majority of Democratic Party members were in favor of Sali Berisha. Lulzim Basha was in the minority. The act committed by Luli Basha is called wrong by all democrats. Another fact is The Rostrum. In every city he has visited, Berisha has been enthusiastically received.



The meetings were very well attended and went very well. In Fier, Shkodra, Durres, Tirana, Vlora and Gjirokastra. And now are expected Elbasan, Korça, Dibra and Kukësi. All these meetings have clearly shown the fact that we mentioned at the beginning of this article.

The criminal contract/ AEPC, loss of millions of euros with energy exchange

During a press conference a few days ago, Prime Minister Edi Rama warned of an energy crisis that would affect Albania, and the rise in energy prices. But while the head of government warns of a crisis, what is happening in Albanian institutions seems to be a real scandal.

The assets of Albanians are being stolen from the moment that Prime Minister Rama announced an energy crisis, and seeing the stock exchange which is expected to go around 1 megawatt around 220 euros in December. And in such a situation, AECP (Albanian Electric Power Corporation), which is the main producer of energy in the country, all from water sources, today is exporting electricity.

For those who want to understand more simply:Albania is in crisis and buys energy with 200 euros per megawatt, and on the other hand, AECP sells 4.000 Megawatts of electricity per day to a private company. This according to a criminal contract, where the schedules of electricity exchange are not defined, and which was signed by the former director of AECP, Bent Beci, who today is a Socialist Party MP.

The contract was not only signed in AECP, but also received the approval of the Competition Authority. CNA.al has learned that AECP, although aware of the problematic water situation, even though it is aware of a crisis, sells energy abroad.

And this not by collecting income, but through giving an amount of energy, which comes out exactly at the peak of energy demand. So around noon when the demand is highest, this energy is taken by a private company, which returns it after midnight.



And today a private company earns hundreds of thousands of euros a day, and millions of euros a month, while AECP receives only alms. Sources for CNA.al inform that based on this contract, energy has been exchanged until the last days. The contract that CNA.al will publish in the following shows that AECP is committing a criminal act.

Exactly when the country is experiencing an energy crisis. When energy is bought at an expensive price, at the peak time and the highest demand of this energy, AECP takes it out and takes it overnight, when the price is very cheap and when no one needs energy.

CNA.al has conducted an investigation and verified any data, confirmed by senior officials of AECP, from its confidential sources, from the Competition Authority, for a criminal act that is happening day by day, and which leads to several millions of euros in the pockets of a private company, who gives AECP a very small part of its colossal profits./CNA.al
