The incinerator concessions in Albania, are one of the most accused, not only by the media, but also by politics. Regarding incinerator concessions, there are also some lawsuits in SPAK, made by the Knitting Initiative, but which apparently have fallen “in deaf ears”.

It is about an affair with a total value of almost 500 million euros, which includes names like Mirel Mërtiri, his cohabitant Stela Gugalla, and Klodian Zoto. The latter entered after into partnerships with other businesses with media owners or executives, including Vjollca Hoxha, Ben Blushi, etc.

In the spring of 2020, has published the official and exclusive documentation, an entire investigative file on the incinerator concessions in Albania, with the chain company, up to the media partnerships. The corruption affair started with the Elbasan incinerator, with 22 million euros received from the taxes of Albanians by a company with a capital of only 1.000 dollars. Then continued with Fier’incinerator, worth 28 million euros, which after almost 5 years, has no activity yet.

And they increased ”appetite” with Tirana, for another 128 million euros, where there is still no incinerator, but only the management of the Tirana landfill by a network of companies managed by Klodian Zoto. Not to mention the garbage of the Municipality of Durrës, which will be deposited in the Sharra landfill.

But regarding these concessions, continue to come to light other scandals and abuses. Finally, according to an annual report of the Directorate of Public Financial Inspection, two of the incinerators, that of Fier and Elbasan, result in violations, including state institutions.

The latter have made payments outside the program, VAT advances or other violations.

The report stated that regarding Elbasan incinerator, we are dealing with a draft contract that hasn’t received any form of legal activity, so it has not been returned to the final contract. It has also been noted that lacks ‘Annex X’, which defines the “total investment cost”, as part of the contract.

Also, the value of the contract signed by the contracting authority is 61.100 euros higher than the value with which the winning bid was announced. The same report estimates that the contracting authority, the Ministry of Environment, has paid in advances 2 installments, which are not drafted by the contract dated 16.12.2014, it is determined that the installments would be paid starting from the 7th month of the beginning of the works.

Meanwhile, regarding the concession of the incinerator of Fier, the report estimates that the Ministry of Environment of that time, which was also the contracting authority, has not calculated the costs of expropriation of private property.

Also, the Ministry of Infrastructure and Energy, in its capacity of contracting authority, doesn’t document that through its responsible structures to have performed, followed and monitored the fulfillment of the obligations of the concessionaire company, in accordance with the legal framework in force. On the other hand, the concession company itself hasn’t implemented the requirement it seeks to make with the law on sales taxes, it affects on the infrastructure or VAT./

Prime Minister Edi Rama appeared yesterday at a press conference, where he warned the Albanians citizens that “a great energy crisis is coming, and that prices will experience a dizzying increase”.

This is an extraordinary energy crisis, which has just begun to show its extremely disturbing signs in the major world markets, starting with China and South Korea, America, Great Britain and the space of European Union, and to neighboring countries, such as Italy and Greece.

The temperature of this crisis is increasing everywhere, now for hours not days, while the decrease of weather temperatures is approaching along with winter, together with the natural increase of the need for heating”- said among others thing Edi Rama.

But in our country seem to be happening strange things. Edi Rama is probably the only Prime Minister in the world, who comes out and warns the citizens of his country that “the crisis is coming”. In fact, the task of a government is not to warn its citizens that “a crisis is coming”.

The task of a government is to anticipate the situation, to well-manage resources, finances, etc., in order that this crisis, which Edi Rama says is spreading around the world, does not weigh directly on the citizens. And instead of appearing in the media and scaring Albanians about this crisis, for the head of government it would have been better to take action, because global warming was not invented today.

But on the other hand there is also a detail. What does the opposition?

How is it possible that the Prime Minister appears in front of media, and warns the citizens by telling them that the energy crisis is coming, when in fact this is the task of the opposition.

After the Prime Minister’s conference, Basha came out yesterday in a statement for the media, where he continued with the next show, with some so-called “points”, which he proposes to Edi Rama.

Why has there been no warning from the opposition so far? Doesn’t she have her own experts in this field? No economists? This is a topic which should in fact be the cause of the opposition, because the country’s public finances are endangered.

If we had an opposition, which really aims to oppose the Rama government, which seeks to protect the interests of the citizens of its country, it should already be on its feet. Basha cannot wait for Edi Rama to appear in the media first and say that the crisis has come, and then the leader of the Democratic Party to “wake up” after a few hours of sleep and say “I also have some proposals!”. What we are seeing is not opposition to the government. This is just a show and a facade./

It seems that the former Prime Minister Sali Berisha has raised a lot of hope in the Democrats, in the DP militants, in the electoral body of this party, which for many years felt like dead. Loss after loss, the DP was already at a crossroads, in a very difficult position after handing over the third term to the Socialists.

The former Prime Minister has already held five meetings, starting in Tirana, Fier, Vlora, Durrës and Shkodra. Meetings that have aroused a lot of enthusiasm among Democrats.

The last meeting in Shkodra was more meaningful for Berisha’s tour at the DP base.

It is very clear that the former Prime Minister and former President is the man who arouses enthusiasm and guarantees a proper project for the Democratic Party. A project, which is needed not only by the Democrats but also by Albania.

Albania needs the opposition.

The government also needs the opposition to be better. But after these 5 meetings, we are not seeing a clear project. So we are not seeing which are the rules or forms that will produce a Democratic Party different from today.

In all the meetings, the former Prime Minister has introduced ideas, has severely attacked the government, has admitted that the DP has lost the elections, and that Edi Rama has made manipulations. He also said that the chairman of the Democratic Party, Lulzim Basha, has failed.

Has conveyed every criticism of the Democrats towards Basha.

But meeting after meeting we are only seeing rhetoric. Today, the Democrats, the Albanians, maybe even those in power, need to hear and read the DP unification project.

For clear ideas translated into rules by the former Prime Minister, or the idea of ​​how to proceed further on the path of unification, reforming the DP through a structure, which would clearly place “points on i”, ie on how this union will take place.

Because it is not simply a mechanical unification.

Or ideas on how will open the Democratic Party, how its people will approach, what the race will be like. How it will be decided to move further tomorrow in the races in front of the opponent. So clear rules, written by a team of professionals.

The DP needs a statute that would unite the values ​​of the Democrats, and the contributions of each of them. In order not to happen tomorrow as today, when a chairman comes at the head of the DP, and erases the entire history of the party, bringing with him those he wants.

These shouldn’t happen again, and today the greatest need of the Democrats is to see the “Berisha Project”.

What does he offer, how will be solved the problems of these 8 years in the opposition. And how will it move towards unification, to offer an alternative and winning program in the next elections.

This is how we can move forward. And this need to hear the people. In 5 meetings they heard about the problems of governance, parliamentary elections, Lulzim Basha, and others like these.

Now is the time to talk about the Democratic Party project.

The collection of signatures is not enough, and now even Berisha’s public statements are not enough. Democrats and Albanians need to see and read clearly what will be the program, form, path, written rules and agreements, that will bring in a regulated and statutory way a great union of the DP, and what can be called the path of unification, enlargement, opening of the DP and its march towards victory.

But this requires a very clear project and strategy, supported by all. A project for which Berisha actually has support from all parties. All that is left now is to reveal it and bring it to the people. To bring to the Democrats as an alternative for the opposition that Albania lacks./

Lulzim Basha has gone, the problem is what will happen to Berisha




In all media and political circles, but also by many citizens, who are interested in the politics of the day, the question is:what will happen to the Democratic Party? What is her future? Many people ask whether Sali Berisha will return to the helm of the Democratic Party, or what will happen to Lulzim Basha?

If Basha leaves, what is the alternative? How much has the DP been damaged by this debate and this clash? What are the costs? Let us try to analyze and find some short and exhaustive answers to everything that is being asked. First it is an indisputable fact that the cost caused by this clash in the DP is very high.

The entire DP electorate is against its chairman, Lulzim Basha, who has been left alone in his office with some main supporters, who are in fact trying to play a two-gate game. Some communicate secretly with Berisha.


So Basha seems to be alone and the people who support him like Alfred Rushaj, Grida Duma or Gazment Bardhi are figures without support in the basic structures of the party. In the last elections they did not collect votes. The first cost lies in the fact that the party is against the chairman.

The second cost has to do with the fact that the DP is no longer united, but is more divided than ever before. Thirdly, the Democratic Party has fewer votes. If polls were conducted or elections were to be held soon, the DP would probably get half of the votes it received in the April 25, 2021, elections.

But what will happen next ?! In fact, the problem is Sali Berisha, and no longer Lulzim Basha. Basha has already been ousted as leader, as he is against the party. No matter how hard he tries to keep the leadership of the Democratic Party with games, lies, actions, refusing to know the party structures, trying to go to the US, get his visa back.

But even if in rallies he has the support of the US ambassador, Lulzim Basha is already a fallen leader, as he is a chairman with the opposition party. Basha has lied to the Democrats in these 8 years, without talking about the lie he told the US embassy that “I have the whole party under control”.

In fact, it seems clear that he has nothing under control, and everyone is against him. Basha has fallen and will leave the DP very soon. Many people think he is not going to resign. But, even if he doesn’t resign, within December of this year he will be dismissed by the National Assembly of the Democratic Party.

And in case he does not recognize the decision of the latter, there will be a clash, which will force him to leave, as he will be left with only 3-4 deputies, and the Democratic Party will no longer have any value in the case that a chairman stands violently at its head.

The essence of the problem is Berisha. What will happen to Berisha? The US Embassy is no longer worried about Basha, but has Sali Berisha as a problem. After he was declared non grata, a political movement started in DP, that opposes not to the US decision, but Basha’s decision to expel Berisha from the parliamentary group.

Berisha has started a tour at the base of DP. People are asking him to return to the helm of the party. What happens to internationals, when they demand a certain political action, when it is not implemented, and when the majority of citizens are against? This means that they have a problem.

They also have problems with their country. So with their top official. Therefore, for the officials of the US Embassy in Tirana, the problem is Berisha. Berisha didn’t say that he will return to the helm of the Democratic Party. But he has stated that he will not withdraw until the removal of Lulzim Basha from the party leadership.

So Basha’s departure is non-negotiable. Now the problem of the US Embassy in Tirana is: Will Berisha himself take over the leadership of the DP, or he will elect a third person, who may be acceptable, and can unite the currents within the party?

As for Lulzim Basha, he is already a “political corpse” within the Democratic Party. He can create a new political party, he can try to take some deputies with him. But his story in the Democratic Party seems to be coming to an end. The US embassy also think that Lulzim Basha has closed the cycle, and that Sali Berisha is their real problem.

This is the unknown equation. If Berisha will take over the leadership of the Democratic Party, what will be the consequences? Or Berisha will behave more diplomatically, taking a step back in case Lulzim Basha resigns, and another name will be placed at the head of the DP, whoever he is?

Even a technician to unite the factions, and not lead to a final split of the DP, which would be a disaster for the opposition. On the other hand, for all those who think that US support for Basha will increase, unite the party, support the people and have victory, the mistake is indisputable.

And this is not a prejudice, but a fact. We remember here Eduard Selami, the candidate supported by the US Embassy in the race against Lulzim Basha. Today he is nowhere, he has run away from politics. Or Rudina Hajdari, who had full open support from the US. But in the election he got 600 or 700 votes.

Remember the other new parties or other MPs who were in parliament. They didn’t burn the mandates, but with the support of the USA they entered the parliament and became deputies. None of them is in politics anymore. They are used and removed. Such is the case of Lulzim Basha.

He was used and now will leave. As we mentioned above, the problem for the US remains Sali Berisha. Will he take over the leadership of the DP again, or will he take a step back to accept that someone else will be appointed at the head of this party, a figure who can unite the faction, and that is not an obedient soldier, like Lulzim Basha, until the day he betrayed Berisha?/
