From waiter to billionaire with unbridled luxury/Lulzim Basha hides expensive villas

During the election campaign for the April 25 parliamentary elections, the leader of the Democratic Party, Lulzim Basha, is going from city to city, meeting citizens, and talking about the poverty and the contrast with the luxury cars of the government officials.

In this way he contradicts himself, as he doesn’t lack luxury cars, villas and other dizzying assets. Basha, who talks about the poverty of most Albanians, doesn’t know how much wealth he really has. He talks about ruining the economy, while his family lives in luxury, while his brother-in-law adds businesses from year to year.

So he goes out and deceives the public, at a time when his family is adding his wealth. Lulzim Basha was elected mayor of Tirana during the years 2011-2015, and from 2013 he is the chairman of the Democratic Party and MP from 2005 until February 2019.

In 2015, Basha admitted in a TV show that his fortune is over 1 million euros, and that it was created before he entered politics. But this is a lie. He owns a villa in the Netherlands, has mansions in the name of his father-in-law in Vlora, has several apartments in Tirana, villas on the coast, villas in Farka, and lots of other real estate.

Referring to his wealth declarations received from HIDAA, from a waiter in Rinas Airport and a translator in Kosovo, Basha has become a billionaire. In addition to villas and apartments he also owns diamonds, or expensive paintings.

From the moment he got involved in politics and until now, Basha has never made transparency about the creation of his wealth. CNA.al has analyzed in detail the declaration of wealth of Lulzim Basha, deposited in HIDAACI.

In 2005, at the time when Basha joined the Democratic Party, he declared a house in the Netherlands worth 300.000 euros, 2 luxury apartments in Tirana, 1 apartment in Durrës, a Mercedes-Benz vehicle worth 72.000 euros, 1 painting worth 6.500 euros, a watch worth 5.200 euros, diamond ring 11.500 euros, Chinese dish service 6.800 euros, and shares on the stock exchange at a value of 18.000 euros.
Basha was only 31 years old at the time he created this dizzying fortune. In 2007, he reports that he sold the apartment in the Netherlands for 250.000 euros, and a year later sold the apartment in Durrës worth 45.000 euros. In 2008, he bought an apartment in Qerret where he paid only a part, the amount of 40.000 euros.

In 2012, his wife Aurela Basha, sold an apartment in Tirana, where he owned 25 percent of it, worth 10.450.000 Lek. While in his declaration of wealth of 2014, Basha says that he has benefited about 1.5 million Lek per year from working as mayor of Tirana, but also a salary provided by the Netherlands of 26.000 euros, as the head of the EWCP program. Then in 2015 Basha left office, and further in 2017 when he returned to the Assembly, there is no change in wealth. In 2018, in the statement submitted to HIDAACI, Basha declared an amount of 1.335.462 Lek income from salary, and about 535.000 Lek as payment for fuel and telephone.

 

So while 2018 has been for him a year with relatively low income, this cannot be said about his wife, Aurela Basha. That year she earned about 55.000 euros, mainly as program director at the EWCP. Earlier, CNA.al reported that Lulzim Basha had taken a villa in “Long Hill”, a resort built by businessman Agron Papuli, called an oligarch and denounced dozens of times by the DP leader himself.
We recall that in October 2019, Basha moved from his apartment on the 12th floor, near the towers to “Qemal Stafa”, in the villa complex “Long Hill”, on the outskirts of Tirana with the justification of damage from the earthquake of September of that year.

CNA.al also reported that Lulzim Basha stayed at the villas of another oligarch in Lalzi Bay. It is about the luxury resort “Valamar” of Samir Mane, a place where Basha was seen landing and staying in a luxury villa. Lulzim Basha, whose fortune is enigmatic, is the producer of a series of scandals.


We remember the time when he was Minister of Transport with the 200 million euro scandal on Nation Road. When he was Foreign Minister with the scandal of the division of territorial waters with Greece, an agreement overturned by the Constitutional Court, or even when he was Minister of Interior on January 21, 2011, when the Republic Guard with his direct responsibility killed 4 people after a protest of the Socialists against Ilir Meta.

During these years, when these scandals were also registered, Lulzim Basha was paid with the taxes of the citizens, and his wealth was increased by 200 million Lek from the huge salaries in the institutions where he headed. Revenues have also benefited from DP funds, almost 10 million Lek.
Even the income of his wife Aurela Basha, has been dizzying, increasing the wealth by almost 400.000 euros, as she declares herself from working as a director in a foreign organization, where she has been paid from 11.000 euros minimum and up to 49.512 euros per year./CNA.al

In her last TV appearance, the star of the losses in the Democratic Party, Grida Duma, spoke for a long time, laughed, claimed the victory of Luli Basha, but left open many questions that citizens expect to receive answers.

About her connection to the Artan Santo case, the Salianji-G.D video scandal in Parliament, her bargaining with Basha, or her service to the Rama-Basha agreement. There are still no journalists with integrity to ask Grida about these facts, but even if they did, she would never go to the studio with them, as it is the shadows that haunt her career.

Grida Duma didn’t say a single word on Friday about the Rama-Basha agreement of 2017, when the DP took half of the government and all institutions, and stated that it had guaranteed free and fair elections, exactly when the family of the DP leader received 16 million euros with a quick court decision.

The Duma has never spoken about this agreement. Sometimes she stretches out as if criticizing Basha, to show that she has a distance from him. In fact, the shadows that follow Duma, have simply become a tool of Luli Basha. Duma didn’t talk about how the lists for MPs were drafted in 2017, nor that how the DP was divided with the last list in 2021, or even the candidates for the 2015 local elections.

She didn’t say a single word about the clashes and the fight against the base and the destruction of the structures, during the alleged selection of candidates for deputies and the disqualification of many of them by a vetting commission, which in the end Luli Basha

didn’t ask at all.

She didn’t even talk about the scandalous decision to boycott the local elections in 2019, which came after the handing over of the mandates of the deputies. Grida Duma did not even talk about the erotic scandal with Salianji in Parliament in 2018 in the parliament hall.

But Duma didn’t talk about another issue, that of the murder of banker Artan Santo. We recall here the statement of the former Minister of Interior Saimir Tahiri, who in the show Opinion on TV Klan, told Grida that she knows quite well how he works.

The day the murder took place, Grida Duma was in Saimir Tahiri’s office for many hours. What was the reason? She was accompanied by former Deputy Prime Minister Niko Peleshi, as she had previously gone to Edi Rama.

So it turns out that she also has a connection with Edi Rama, just like Lulzim Basha. And only they know the secret bargains. Former dictatorship investigator fails to head SPAK/Arben Kraja “hostage” of politics?

Arben Kraja, the head of the SPAK, a former investigator during the communist dictatorship, doesn’t seem to be succeeding at the helm of the Special Anti-Corruption Structure.

Kraja has excelled during communism, but all likelihood shows that he has failed at the helm of SPAK, the most talked about institution and most supported by the international community, such as the US Embassy in Tirana and beyond.

During the dictatorship, Kraja served piously to the power of that time. He has demanded punishments for those who tried to cross the state border, an act that at time was considered a crime against the state.

Today, when there is a great corruption in the institutions of the Albanian state, when citizens’ taxes are being extorted, ie crimes are being committed against citizens, Arben Kraja is silent, he doesn’t act or investigate.

He is suspected of continuing to maintain the line of being a loyal servant of power, sticking to the version “the wolf changes his hair, but not his habit”.

When he took office as the head of SPAK in December 2019, he stated that he had no time for words, as there was a lot of work to be done.

But then more than a year has passed since that statement, there seems to be more words than work. We have seen Arben Kraja walking around the TV studios, more than working. The results are minimal, to say the least.

It seems as if Kraja has been placed at the head of that institution to defend government corruption or high-level corruption, and is suspected of working only on political orders.

The SPAK was set up for prosecutors investigating corruption to be independent, as were often accused of having direct links to politics and big business.

But it seems that such a thing hasn’t been achieved yet, despite the fact that all conditions have been created for SPAK prosecutors.

Arben Kraja must either admit that he is a hostage of politics and resign from the management of that institution, or he must show by deeds that he is independent and investigate and bring to justice high-level officials.

So far, he has only spoken, but is not paid in that duty for words. He is not a fortune-teller who sees the cup, but is there to do justice, away from the influence of politics.

SPAK, which was trumpeted as a hope for the new Albanian justice, is turning out to be a soap bubble.

This institution has only raised the hopes of those who work there to increase their wealth. Meanwhile, we remind that there are those in SPAK, who have suspiciously passed the Vetting process, and this is thanks to the connections they have with the government./CNA.al

Arben Kraja “arrested” the dead people/ SPAK is defending corrupt government affairs?

The institution that claimed to do justice for Albanians, and that would investigate the corruption of these 30 years, seems to have become a “lawyer” of political corruption. It is about the Special Anti-Corruption Structure, SPAK, an institution supported step by step by the American Embassy.

But since its inception and until now, there have been no results expected. The Serious Crimes Prosecution has been more effective than SPAK, extending its investigations to the government. Arben Kraja, who runs this institution has failed. And not because we say this,
but because the results say so.

Before taking office, he talked about the failures of the Prosecution, but at the head of the SPAK, he has maintained the same line of failures. “We have failed to punish high-level corruption or organized crime. The situation is worrying. We are legally protected, we need the correct implementation of the law in practice. The independence of prosecutors will guarantee the success of this institution“- said Kraja in the High Council of the Prosecution, at the time he was running for prosecutor of SPAK.

But what did he do after becoming part of this structure? What corrupt government affair
has it investigated? So far no government official has been investigated. So he and his prosecutors didn’t even do what they once did at the Serious Crimes Prosecution.

From its inception until now, the SPAK is remembered for investigations into persons who had died or for investigations suspected of having political motives, such as the case of Judge Mimoza Margjekaj. Arben Kraja can deny these facts, but the reality is known and seen by every Albanian.

Almost every day the media report on government corruption, the involvement of senior officials in criminal acts, but the SPAK remain silent. Investigations are carried out by journalists and the media, while SPAK, which is paid with citizens’taxes as much as it doesn’t deserve, is silent.

Silent remain Arben Kraja, who started his work at the head of SPAK, with the investigation of the dead people, thus becoming the object of ridicule throughout the public opinion. We recall that SPAK boasted that it investigated the electoral crimes of 2017, for the famous file “339”.
The subject of investigation were also two deceased commissioners, Kasëm Lala and Besim Bregu. For both of these commissioners, SPAK had issued an arrest warrant, claiming that they allowed other persons to vote on behalf of Albanian emigrants living abroad.

But the two commissioners in question had passed away 2 years ago. Kasëm Lala, SP commissioner and Besim Bregu, PD commissioner served their parties in the 2017 parliamentary elections in Durrës. It would be good for the SPAK to investigate those who are alive, and who have committed criminal offenses that are within their competence.

Or to launch an investigation on government corruption. But it is suspected that Kraja and his subordinates have been put in the service of politics, thus extinguishing any hope for justice, and empowering organized governmental and state crime and attacking the weak, as justice has historically done in Albania./CNA .al
