“The lipstick” of Rama’s crime with the incinerator of Tirana/How will be covered the theft of tens of millions of euros

Incinerators are one of the most scandalous corruption scandals, for which CNA.al has conducted a full investigation, regarding the names and companies involved. The Fier incinerator is already in SPAK. Those of Elbasan hasn’t been lit yet, and there is a strong debate in the government on how it will be handled.

So many problems, which are intended to be covered by propaganda and attacks by the media partner of the incinerators, but which nevertheless seems clear that the debates are strong and can not be easily resolved.

CNA.al has previously reported that the concessionaire requires that the incinerator that has not yet been put into operation be left at the door of the municipality and produce its own energy. So the owner should be the local government, but the energy should be produced by the private sector. But now Edi Rama, the corruption of 400 million euros, puts the “lipstick” in Sharra.

What is happening?

The concession company has won a contract worth 128 million euros. And through a procedure, allegedly carried out for waste processing, between the hills of Sharra. So they have no investment to do, because the hills exist already, a plastic is placed under the landfill pit and then whoever brings the garbage there has to pay 30 euros for 1 ton.

The cost of the company, from the moment the plastic is laid up to the disposal of the garbage, is zero. These 30 euros per ton are paid by the Albanian state for the concession company. Then you only need an excavator that has a cost of 1.5 euros per ton, which distributes this waste. The next stage is dumping soil on the waste.

What happens in this case?

The company receives from the companies that build in the capital, ie those that open construction pits etc., 4 euros per ton. And there is no chance that anyone of them go and throw the soil somewhere else. They guard them with drones, they are attacked by the Municipal Police and after the vehicles go to Sharra, the soil is distributed by the excavator as mentioned above, to cover the waste, and so on.

But, the other fact is that to get soil for the fillings, the same company that pay 4 euros, have to pay up to 7 euros per ton for it. A process that only gives money to the concessionaire, and the cost is minimal. Almost ridiculous.

On the other hand, this 128 million euro concession, which has other hidden costs, amounting to hundreds of millions of euros, is given a “lipstick”. Finally, covering the waste pits between the Sharra hills, trees, grass are planted there, and several small lakes are created. They will release there some ducks, and Edi Rama will sell it as a great victory and a great revolution made on the environment.

Disposing of garbage and taking it across Albania, was perhaps a necessary step and an undisputed priority. But, the way used, and the costs are criminal. There is a colossal abuse, with hundreds of millions of euros, which is eventually put on a “lipstick”, and below are buried the millions of euros paid by the state for waste processing, which are actually placed between the hills built by God in Tirana, then with the money paid by the construction firms the land is dumped and payments are made, some by the state, and some by private business.

Skema e inceneratorit të Tiranës

Concessionaire costs are nothing with those excavators that disperse the soil, or with that plastic that they put down so as not to drain the polluted water.

And above all, as always, the facade of the “Renaissance” brings flowers and a small lake, with some ducks there, that will show us as a victory over urban waste, when in fact this victory has cost hundreds of millions of euros paid by Albanian taxes and from business money.

This concession has directly affected not only the issue of receiving e huge amount of money from the Albanian state, but also the increase for the cost for the citizens, for the taxes they pay, the increase in construction costs and others like these.

But, the icing on the cake of everything, is the “lipstick” that they put on an abuse of hundreds of millions of euros, with some trees and some water holes, which they already want to sell as a revolution in waste treatment, where in fact it must be said that there are all the suspicions, all the accusations and all the investigations, which have shown that this waste processing concession, with the formula of incinerators, is a corrupt scheme, almost mafia between the government and its clients, that are in Tirana, are in politics, and are today part of the schemes that swallow the money of Albanian taxpayers./CNA.al

Nga Klodian Tomorri/ Afera e dyfishtë e incineratorit

In June 2015, the government adopted a decision, which obliges construction companies, but also private citizens, who accumulate inert waste, to submit them to landfills. In point 15 of the decision, it was stated that the delivery of waste was done according to the tariff proposed by the operator and approved by the local unit.

At that time no one understood what was being played, not even the builders themselves. The Sharra landfill was still state-owned, while the temporary landfills operated free of charge. But the decision was long-range, and aimed at creating a giant but also unique business in the world; soil waste monopoly.

At the end of 2017, the government approved the concession contract for the Tirana incinerator. A few months after the Sharra landfill was transferred to private management, Erion Veliaj’s police officers and environmental inspectors stormed in on all construction sites.

The reason for the offensive was the obligation of the builders to hand over the soils from the excavations to the Sharra landfill. But not for free. For each ton and delivered to the landfill, the builders have to pay the Sharra concessionaire a fee of 480 Lek per ton, while for other construction aggregates 900 Lek per ton.

The whole procedure of how the tariffs were proposed and approved, was kept out of the public eye. But for two years, the Municipality of Tirana has established the most predatory and absurd monopoly in the history of mankind.

If a builder has two parallel construction sites, in one of which he also pulls from the

ground, while in the other he needs filling, he cannot transport the soil waste from the first construction site to the second. There is only one solution to this. The soil extracted from the first construction site must be deposited in the landfill, paying the concessionaire 480 Lek for each ton.

Then the same soil waste that he delivered to the landfill, he is obliged to buy from the concessionaire by paying the fee again. In short, the Municipality of Tirana has set up a monopoly, which forces citizens to pay both when selling and buying.

This is a giant business, which plays millions of euros a year. And enjoys a strong state protection. The monopoly does not stop only at construction companies, but extends everywhere, even to individuals. If a citizen digs a hole in his private yard, it is likely that within 10 minutes the municipal police to go there immediately to force him to transport the land to the landfill.

The support of the Municipality for this business is so strong, that among the builders is circulating an anecdote. The safest place today in Albania is to be near a construction site or a truck that transports soil waste. At a minimum, behind the truck will be two Municipal police cars, which have only one task. Take the truck to the landfill, until it pays the money to the dealer.

The Municipality of Tirana is the main shareholder of the water supply. But over 60 percent of water in Tirana is not charged, as it is stolen or lost in the network. In the Sharra landfill, the shareholder is private. But thanks to the municipal police, in Tirana not a single ton is lost and uncharged. That says it all.

The cost of a soil waste monopoly falls not only on private but also on public construction. Today the citizens of Tirana pay the land fee for every road, school, hospital or any other public work that is built. This is one of the main reasons why today it is being excavated in every corner of Tirana. To feed the most absurd monopoly ever erected in the history of mankind with the Municipality of Tirana as architect.

Skandali/ “Kapter” Lleshaj pas sulmit ndaj mediave kërcënon uniformat blu

Today, “captain” Sander Lleshaj recorded his next scandal. Tired, abandoned, lonely more than ever, the “government captain” at the helm of the Interior Ministry issued a direct insult to the blue uniforms.

The man who used a bag of money to buy a luxury car in the midst of the pandemic and after the earthquake, has now also started attacks on blue uniforms. Once upon a time a general, a today a “party captain” Sander Lleshaj insultingly uses the words “you were a policeman, and a policeman remained also in Parliament”.

Being a policeman and maintaining order and security, is a duty that may not be very paid, but a service rendered to the homeland. One can be a police officer and remain so, maintaining the order and safety of citizens, while Lleshaj from army general, turned into a “captain” with a luxury party BMW.

Lleshaj will be remembered as the “captain” with the luxury car, that in the duty of the minister, insulted publicly the state police from the parlament hall, the main structure that he should run as a minister.

In fact, he showed today contempt and hatred from the rostrum of Parliament. It could not have happened otherwise:a “party captain” can never appreciate and respect the blue uniforms, as Sander Lleshaj has increased the plate, and today has become a captain with a luxury BMW./ CNA.al
