Almost a month ago, CNA.al denounced a scandal involving the Minister of Interior, Sander Lleshaj. CNA.al showed how at the height of the Covid- 19 pandemic, and after the tragic earthquake, while the country was facing two consecutive natural disasters, the State Police bought a luxury car, then used by the Minister of Interior, Sander Lleshaj.

It is about the purchase of a BMW car, worth about 100 million Lek, bought by the State Police for the Contact Officer at the Albanian Embassy in Germany, but which with extrajudicial procedures, and with this car Sander Lleshaj walks through the streets of Albania.

But, even though almost a month has passed since the publication of this scandal, Sander Lleshaj still does not answer. He has not published any document yet. The Minister responded with banal accusations, which do not suit even a “captain”, although the latter are more honored than Sander Lleshaj.

In the banal manner, he shifted the attention saying that the amount declared by CNA.al is false, so he tried to displace the essence of the scandal. The problem is not the amount. But the procedure followed and the unbridled luxury required by the minister.

At a time when gangs and crime are crashing into the streets, Sander Lleshaj is looking for the luxury BMW. Now what Sander Lleshaj has to do. is to publish the documents of BMW, a luxury car that he says was bought for 50.000 euros, which to him seem to be nothing. After almost a month, he hasn’t issued any official document. The State Police, General Directorate of Road Transport that plunged again into another scandal doesn’t respond.

While the liar Sander Lleshaj said that he would address the court, he didn’t this. He lied saying that we reported that the vehicle is personal, but that we never said that. We said that the vehicle was bought by the State Police, but used by Sander Lleshaj.

He lied when he said that we said that the vehicle costed 150.000 euros. We never said that either. We said that the value of the vehicle is about 100 million Lek. Sander Lleshaj accused us, and we now challenge him publicly to issue the documents. Every day there will be a writing and an answer from us, until the day he will tell the Albanians when, why and how he bought the luxury BMW./CNA.al

While Jozefina Topalli has announced that she will announce on Wednesday her political movement, former Prime Minister Sali Berisha considers it wrong for her to leave the Democratic Party.

Serious law violations with Tirana incinerator/ Supreme State Audit raise alarm for another criminal scheme

Former Democratic Party MP Jorida Tabaku, continues to make strong accusations against the government, regarding the incinerator concession in Albania.

Former MP Tabaku, has released today the report of the Supreme State Audit on the incinerator in Tirana, which she says raises the alarm for another criminal scheme, even more serious than the theft with the incinerator of Fier and Elbasan.

“A cold analysis of the Supreme State Audit, regarding the concession contract of the Tirana incinerator, given for 30 years to a company with unknown shareholders in tax havens, and the rest owned by Klodian Zoto, raises the alarm for another criminal scheme, that is even more serious than the theft with the incinerator is in Fier and Elbasan.
Albanians will pay an additional 104 million euros, just by indexing inflation and by not accurately calculating garbage volume. This means that the value of the operating contract for the Tirana incinerator will go to 300 million euros and not 223 million euros, as the Ministry of Finance cheats.

The report of the Supreme State Audit, states that the contract for the Tirana incinerator passes all the risk to the Albanian taxpayer. More specifically, if the incinerator company fails to provide the waste guaranteed in the contract, and it will be the Albanians who will pay for the incinerator.
SSA emphasizes that exceeding the amount of fertilizers, puts at risk the State Budget for payments, as well as increases the profits of the concessionaire indefinitely”- said Tabaku. She further stated that these higher payments, due to the higher amounts of waste, translate into dizzying profits for the concessionaire in the tax haven. It is this corrupt definition in the contract, against the public interest, that has led to the increase of payments for the incinerator from the state budget, from 7 million euros at the beginning, to 11 million euros.
“Supreme State Audit has discovered that in the costs of the incinerator in Tirana, is missing the voice of the expropriation of the private land on which it would be located. This occupies 40 per cent of the entire area of the project, with an expropriation value of 214.5 million Lek. But the audit shows that the cost was hidden and not included in the project.

The Ministry of Finance, headed by Arben Ahmetaj, has taken every action that favors the incinerator of Tirana against the public interest. In order to fill bank accounts in tax havens, the Ministry of Finance has bypassed the budget ceilings, which must be maintained by law, leading the money to the garbage mafia business without any restrictions.
What SSA constantly observes in the analysis of this concession, is that the Ministry of Finance has always turned a blind eye when it comes to inflated or hidden costs. According to Supreme State Audit, more than 61 million euros of costs presented in the feasibility study are unsubstantiated, leading to the artificial increase of the service fee.

This means that the price of 29 euros for each ton of waste, that pay today the citizens of Tirana, is a consequence of a corrupt contract, designed to steal millions of euros every year. From the garbage, scrap and energy that they will sell, the unknown owners of the Tirana incinerator have secured over 120 million euros from this contract a net profit, without any risk, covered by the taxes of the Albanians.
For the Special Anti-Corruption Prosecution, the case is very simple. The documents are in every state office. It takes a little goodwill to put justice in place, so that Albanian’s money doesn’t go to fiscal havens, but to create new jobs.
It is in the honor of SPAK to make transparency now, investigate without any delay and in complete independence the most flagrant corruption affair of the government and the outgoing prime minister”- said Jorida Tabaku./ CNA.al

Jozefina Topalli returns to active politics, will announce on Wednesday the Movement for Change

Former Speaker of Parliament Jozefina Topalli, has revealed today that she will be engaged in politics again, after several years of hiatus. Topalli has indicated that he will join the “Movement for Change” party, while she said that the new project will be made public on Wednesday, October 28.

“I will not sit and watch. I was not passive even in the year of the 1997 riots, when some risked leaving orphan my children. I will not sit and watch either today. Nor am I impressed by any Enverist behavior! I hear the attacks of one side, and then from the other side, that for their chairs they are so nicely understood, and only remind me of the old-fashioned leaflets. I will tell my truths, with or without party. The truth is my Freedom. On Wednesday I will join a group called the Movement for Change”- she told Abc News.

Further, the former Speaker stressed:“It is not a Party. They are people who see sadly that the country is being emptied. They see this as a drama and want to make it their cause. I will support them. If there are other initiatives, other movements that aim at the good of the people and the country, I will support them again. But it is not a party. But being afraid of parties in pluralist, this surprises me and makes me think”.

We recall that Jozefina Topalli has not been active in politics since 2017, when the President of the New Republic Lulzim Basha removed her from the lists of deputies. She didn’t engage in any other political party, while she didn’t spare criticism on Basha in her appearances on media or social networks./CNA.al
