Former Socialist MP and former “LIBRA” leader Ben Blushi, now director of Top Channel, is embroiled in a scandal. His daughter’s signature is falsified in the sale-purchase transaction of a property in Korça.

CNA.al has brought two day ago official data for a fortune of almost 500 million Lek, bought for a value of only 30.000 euros. And this on behalf of Ben Blushi’s daughter, Natali Blushi. The amount of money for this transaction, according to the data declared by Mr.Blushi himself in the declaration of assets of 2015, was paid by him.

Yesterday we found between the lines that the signature of Natali Blushi, which is in the contract of sale of the building of 133.8 square meters. And in the contract of sale-purchase of the garage 60 m2 in function of the commercial unit, was not the same as it appears in the signature cast by Natali Blushi, in Mr.Blushi’s wealth declaration in 2015.

We investigated further, but what did we discover? According to official data that we have obtained from TIMS, from the system of entrance and exit from Albania, shows that Natali Blushi has not been in Albania during the time when it was signed the sale and purchase contract between citizens Andon Dhima and citizen Natali Blushi.

According to the data officially provided by CNA.al, it turns out that the citizen Natali Blushi left Albania on April 5, 2015, with the airline “Al Italia” to Rome. This is the move that Ms.Natali Blushi made to Italy in April, and her second appearance was on July 24, 2015.

So at that time, in April, May and June, Natali Blushi, the 20-year-old girl of Ben Blushi arguments has been in London at school, or for exams. Meanwhile, notary Violeta Sulkaj on May 28 and May 29 have signed two sales contracts, from the citizen Andon Dhima for Natali Blushi.

Relevant transactions have been made for this sale and purchase, and for this notarial act. According to Blushi himself, he paid the money. But, in both acts of sale-purchase is the name and the firm placed by Natali Blushi. So, how is it possible that Natali Blushi according to the data in TIMS, she was in London, and on the other hand in Albania a sale-purchase contract was signed?

Who forged the signature of Natali Blushi? We have reported how Natali Blushi’s signature in at least two documents was different.

And we went deeper into our investigation and it turns out that on the day the property was sold by the citizen Andon Dhima in the direction of Natali Blushi, the latter was not in Albania and the act of sale-purchase occurred exactly when she was in London, which is also confirmed by the TIMS system.

In recent days, a scandal has erupted regarding the financing of the Tirana-Elbasan road, which has had three segments. The first of which has been Sauk-Tunel, and the third segment, Tunnel-Elbasan.

CNA.al has been able to provide official data from the General Directorate of Roads. The data show that from 2013 onwards, during the time when the ministry was headed by Edmond Haxhinasto, 21 changes were made to the project.

According to official data, it turns out that the construction contracts are of the FIDIC type and in principle unchanged, after they were tendered and this contract was signed. For the first segment of the Tirana-Elbasan road, 14 changes have been made.

As for the third segment, seven changes have been made, thus increasing the cost of road construction to a value of 80 million euros, or about 95 million dollars. They have been these changes that subsequently led to disputes and enabling the”Aktor” company to go to arbitration and win a sum of 44 million euros.

So, about 80 million euros additional costs after 21 changes, mainly proposed by the “Actor” company, and all after the coming to power of the Renaissance, and Minister of Transport Edmond Haxhinasto.

Road costs, official data

The Tirana-Elbasan road, according to official data provided by National Road Authority, has cost about 450 million dollars. Of which about 14 million dollars, or 12 million euros, has been the value of one kilometer, for 29 kilometers of total road of this project, from Tirana to Elbasan.

The tunnel has cost about $ 105 million. The first segment of the road, the Sauk Tunnel, cost about $ 220 million for 12 kilometers. We emphasize that this segment has not yet been taken over by the Albanian government. And the value of one kilometer in this segment goes to nearly $ 17.2 million.



The third segment, the Tunnel-Elbasan, cost about 125 million dollars, for a length of 11.5 km. At a cost of about $ 11 million per kilometer. So the first lot still undelivered, had a value almost 50 percent more expensive than the third segment.

These costs came after the changes in the project, requested by the “Aktor” company and approved, noting that it is the latter that is responsible for these changes. But, in fact it is the Albanian government which has paid about 80 million euros, or about 95 million dollars. Revenue costs due to changes in the project.

So, as we pointed out above, and from official data, it turns out that the total value of the road is $ 450 million. The first segment worth nearly $ 220 million, and the third lot nearly $ 125 million, given the fact that the tunnel also cost about $ 104.6 million.

The average value per kilometer along the entire length is about 14 million dollars, or about 12 million euros. But, there is a very big difference, between the first lot and the third lot. Where the first lot has cost about 50 percent more expensive than the third.

Facts and arguments

These are all facts with concrete figures for each lot, for the damage caused for each lot and total cost. With 21 changes in the project, with certain points of the amendments which have also left space for the “Aktor” company beyond around 80 million euros, or 95 million dollars additions due to changes in the contract, add at least another 44 million euros fine by the Arbitration.

So, it is not the declared amount of 130 million dollars, as an addition to the total cost together with the Arbitration fine, but it goes around 145 million dollars in total. And here everything has to do with the first and third segment of the road.

About two weeks ago, CNA.al reported on a scandal involving Interior Minister Sander Lleshaj. It is about the purchase of a luxurious car by the State Police, for the Contact Officer at the Albanian Embassy in Berlin. But then the vehicle was brought to Albania, and is in use by Minister Sander Lleshaj.

As can be seen from the photos below, the vehicle with German license plates was initially parked at the General Directorate of Police.

 

Albanian license plates were then placed on the vehicle, and it was sent to the Ministry of Interior.

Also, a few days ago, CNA.al published photos of Sander Lleshaj in Korça, where of course stood out the luxurious vehicle.

Also, in the parliamentary session on Monday, Sander Lleshaj left the deputies with “open mouth”, after appearing before the Assembly with the 100 million BMW.



But, beyond all these, CNA.al has further investigated, regarding the scandal in question. From the investigation we have learned that the vehicle used by Sander Lleshaj is not registered in any of the Vehicle Insurance Agencies.
Also, CNA.al revealed that the vehicle in question has fake license plates. We remind that there have been fierce debates about the purchase of this tool. The Albanian Embassy in Berlin and the Foreign Ministry have opposed the purchase of the vehicle.

Also, former deputy director of the State Police, Aida Hajnaj, which is actually at the top of National Bureau of Investigation, has hotly debated and contested acquisition of the vehicle. But the scandal lies in some details as well. The huge amount of money that was used to buy it during the pandemic is one of the issues that makes you scream.

When in Albania there are no respirators, when the situation in hospitals is catastrophic, when the economic crisis is plaguing the country, after the tragic earthquake of November 26 and the Covid-19 pandemic, instead of spending money on respirators or fixing houses, Sander Lleshaj orders the State Police to buy him a car worth 100 million Lek.
With that much money, dozens of respirators could be bought for hospitals, and could be reconstructed some houses damaged by the earthquake. While Lleshaj gets a luxury car, with German license plates, which circulates without insurance and with fake license plates, just because the Minister of Interior is looking for luxury.
